The Staff Engineer position is an entry to intermediate-level traffic signal timing engineer. A considerable amount of field work is required to perform various traffic signal related assignments. Typical assignments include travel time data collection both directly (on the streets) and indirectly (data mining), investigating, analyzing and solving traffic signal issues reported by the public, corresponding with the public on their issues, development, simulation and deployment of real-world traffic signal patterns, and inspecting traffic signals for compliance with standards. Assignments, responsibilities and judgment decisions become increasingly complex with experience.

The staff engineer works under the general supervision of a Licensed Engineer in assisting with completing the Division’s daily assignments and long-term objectives.

Performs a variety of engineering tasks as an intern.

Works under general supervision, independently developing work methods and sequences.

Minimum Education And Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in an engineering field related to the area of assignment.

Special Certifications and Licenses

Engineer-in-Training (EIT) certification may be required based on area of assignment.

Preferences

  • Master's Degree in Civil Engineering or closely related field.
  • Professional Engineering License (P.E.)
  • Professional Traffic Operations Engineer (PTOE)
  • Engineer-in-Training (EIT)
  • At least two (2) experience with traffic analysis software: SYNCHRO, HCM or TruTraffic.
  • At least two (2) experience reading/interpreting roadway and traffic signal plans.
  • At least two (2) experience operating or monitoring an agency traffic signal control system.
  • At least two (2) experience programming traffic signal controller.

Duties And Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Provides engineering support in the design and review of a wide variety of engineering projects.

Collects and processes engineering related data; prepares project scope of work, schedule, and design; performs geographical information system (GIS) analysis, produces maps, and maintains geodatabases.

Reviews application packages for new projects and modifications to existing sites, which include engineering construction plans, calculations, surveys, geo-technical reports, and legal documentation against County and State codes.

Prepares technical review comments and requests additional information from engineers and property owners for revisions to calculations and plans; prepares technical reports with project specific information, license conditions, engineering data, and calculation summaries.

Reviews engineering construction certifications and surveyed plans for compliance with County and State codes; performs site inspections for construction compliance and identify deficiencies in inspection reports.

Communicates with developers, attorneys, engineers, banks, and the general public for the purpose of reviewing construction plans and specifications and the issuance of permits; performs research to respond to queries and complaints.

Reviews permit applications and contractor licenses for accuracy and validity; upon determination that the information is accurate, enters into the County's database and construction permits are thereafter issued.

May review plans for compliance with County and Florida Department Of Transportation (FDOT) standards and specifications.

Performs related work as assigned.
