The Human Resources Generalist position at the Libraries Division reports to the Libraries' Human Resources Officer (HRO). The Libraries Division has 36 library locations and over 800 positions that includes staff that are covered by several unions (White Collar, Blue Collar, GSA Professional and GSA Supervisory). The HR section has a team of three Full Time Human Resources Generalists and three Administrative Specialist (1 of which is a Part Time 19). The jobholder will assist the HRO in providing HR support services to the Libraries Director's Office and the Division's Managers and employees. Responsibilities for the HR Generalist involve assisting with all HR functions including, but not limited to: recruitment, labor relations, performance management, compensation analysis, training, benefit and wellness program coordination, and departmental FMLA and Worker's Compensation administration.
The purpose of this position is to perform a variety of professional level, technical and analytical human resources work. This is an exceptional growth opportunity for Human Resource professionals interested in broadening their experience as HR generalists. Selected candidate will participate in Broward County's HR training/orientation program and gain valuable hands-on supervised experience providing cross functional human resource services (Labor/Employee Relations, Staffing, and Classification/Compensation) to designated agency client(s). The HR Generalist works under general supervision, independently developing work methods and sequences.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Provides SUNsational customer service to external customers, as well as provide guidance to Libraries employees and managers/supervisors on, employee/labor relations and other human resources related matters, ensuring County policies/procedures are followed.
Provides assistance in employee counseling, disciplines, grievances, and labor contract negotiations. Assists supervisors with probation extensions and rejections, performance appraisals, performance improvement plans, Sick Leave Monitoring, Family and Medical Leave Act (FMLA), Worker's Compensation reporting, Americans with Disabilities Act (ADA) related matters. Assists with labor/employee relations pre-disciplinary/disciplinary meetings, including effectively communicating recommendations both verbally and in writing.
Participates in investigations and fact finding meetings, recommends solutions and prepares response documents.
Assists with reclassification and salary adjustment reviews, and salary surveys.
Research policies, procedures, laws, regulations, collective bargaining agreements, compensation trends, best practices, and interview questions. Works on HR related projects as assigned.
Contributes to the development of recruitment plans to meet Libraries Division and HR section needs. Performs full-cycle recruitment activities - processing of requisitions, posting, and tracking job announcements, advertising, pre-screening and rating applicants, conducting selection interviews, and facilitating on-boarding activities.
Assists in providing training related to County/Agency Policies and other HR related areas.
Participates in job recruitment events and various outreach initiatives.
Performs related work as assigned.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, human resources or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years of human resources generalist work specifically in the areas of staffing, compensation, employee/labor relations, organizational development and/or benefits depending on the area of assignment or closely related experience.

Advises and guides County employees/clients on employee/labor relations and other human resources related matters to ensure County policies/procedures are followed, to minimize liability, and to assist clients in taking the most appropriate/effective course of action possible; provides labor relations related training.
Works on special projects to ensure best practices and to accomplish Human Resources Goals, as assigned.
