The Natural Resource Specialist Senior performs advanced professional and supervisory mosquito control work which involves technical, and field work coupled with customer service in conducting Mosquito Control operations in accordance with Federal, State and local regulations and policies to protect the health and welfare of the Public.
The Natural Resource Specialist Senior has the following responsibilities including but not limited to: scheduling site inspections and determining the most appropriate adulticide and/or larvicide treatments based on surveillance and data analysis; conducting mosquito control outreach, conducting field and laboratory evaluation of existing and new mosquito control products and practices, following standard mosquito control and scientific practices and techniques, and operations utilizing independent judgment; performing equipment calibration; managing assigned mosquito control projects, developing, interpreting and implementing program procedures and policies in accordance and compliance with Federal, State, and County policies, regulations, and ordinances; advising Mosquito Control staff and Division management regarding inquiries, problems/complaints, investigations and resolutions as necessary; traveling as necessary, to site locations to investigate citizen requests, suspected mosquito-borne disease cases, and identify localized mosquito problems; maintaining a record of operations and information necessary to meet the requests of the Public and State.
The ideal candidate must have experience and knowledge of the principles, practices, theories and regulations related to Mosquito Control and pesticides, as well as the means, methods and techniques of mosquito surveillance including mosquito identification, data management and analysis, and creating standard operating procedures. In addition, the candidate must have experience in conducting evaluation of mosquito insecticides and other aspects of integrated mosquito management. The ideal candidate must: have the ability to read and interpret scientific reports, studies, and recommendations and apply them to the County operation; have the ability to analyze, advise, assist and solve citizen/customer problems or concerns; be able to communicate effectively in written and oral formats; be able to work in the field under all types of conditions; be able to work extended hours during peak season, mosquito outbreaks, and emergencies. In the event of a hurricane, major storm, natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed. The candidate must possess and maintain a valid Florida Class "E" Driver's License for duration of appointment.
General Description
Performs advanced professional and supervisory environmental work administering the provisions of environmental ordinances as well as managing natural resource enhancement and protection efforts.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires two (2) years in natural resource protection appropriate to area of assignment including one (1) year of lead work/supervisory experience.
Special Certifications and Licenses Required
Must possess and maintain a valid Florida Class E driver's license for duration of appointment. (Depending upon area of assignment.)
Preferences
- Master's Degree or higher in Entomology, Biology, Chemistry, Geology, or Environmental Science, or closely related field.
- FDACS Public Health Pest Control License
- State of Florida Class A or B Commercial Driver's License.
- Board Certified Entomologist (BCE) Certification, Public Health Entomology Certification
- GIS Certification
- Training/certification in mosquito biology and control techniques.
- Two (2) years' experience with using larvicide equipment and turbine sprayer (i.e., calibration of equipment, measuring/mixing, loading and testing of biological larvicide materials such as Vectobac or similar products).
- Two (2) years' experience with Surveillance and Testing activities (i.e., setting up traps, mosquito identification, insecticide resistance testing, dip sampling, data collection and analysis).
- Two (2) years' experience using GIS applications.
- Two (2) years of experience in mosquito/insect biology and control techniques; or two (2) years of vector control project management.
- Two (2) years of experience with developing training programs and/or outreach presentations.

Provides supervision, scheduling, training, and directs subordinates in monitoring and enforcing policies and procedures involving environmental protection laws and regulations; participates in policy making decisions at middle and upper management levels.
Supervises field evaluations and makes recommendations on environmental aspects of resource management; prepares restoration and management plans; supervises the review of environmental license applications and evaluates complex project proposals for consistency with federal, state and local environmental laws and regulations.
Manages contract performance to ensure that terms of inter-local, interagency, and other contractual agreements are met, including timelines, reporting, and invoicing.
Provides outreach and responds to inquiries from public and government staff; supervises investigations of complaints involving non-compliance with environmental rules, issues notices of violation, and prepares correspondence dealing with enforcement of environmental rules and ordinances.
Supervises and participates in the development, analysis and review of environmental technical and scientific studies and designs prepared by professional consultants; prepares recommendations for the consideration of professional and administrative superiors and committees; designs and participates in the design of environmental mitigation projects.
Supervises and participates in the activities of environmental engineers, scientists, inspectors and technicians in the investigation and evaluation of environmental impact incidents and environmental mitigation and enhancement projects; prepares and reviews specifications for environmental project contracts and agreements.
Develops manuals, guidelines and procedures for implementing environmental resource programs; assists in writing, amending, and updating County environmental rules and regulations.
Prepares reports and participates in hearings concerning violations of federal, state, or local laws or ordinances.
Tracks the progress of environmental protection and restoration efforts and works with contractors.
Prepares grant request proposals; prepares technical and statistical reports; makes presentations to schools, civic groups, chambers of commerce, and other business and civic associations to publicize the environmental programs and ordinances; prepares informational and educational materials and programs relating to environmental resources; develops and implements management practices.
Directs and coordinates the training and instruction of subordinates in the gathering, evaluation and interpretation of hydrological, terrestrial, chemical and/or marine physical and biological data; enters and tracks vacation/sick schedule for subordinates and keeps track of vacation/holiday/sick schedule on daily basis. Prepares performance reviews for subordinates.
Reviews beach erosion control projects to ensure appropriate enhancement and protective environmental considerations; reviews water resource and habitat restoration plans for County impact; interprets laboratory and geotechnical data related to permits, compliance inspections, or enforcement actions; supervises and participates in the review of operating, transfer and closure permits for compliance to federal, state, and local laws and regulations.
Coordinates programs with other County municipalities and agencies.
Performs related work as assigned.
