The Broward County Board of County Commissioners 
is seeking qualified candidates for Transit Director of Safety & Security.

General Description
The Director of Safety & Security will report directly to the Chief Safety and Security Officer (CSSO) of the Safety and Security Division. The position will assist the CSSO in establishing and maintaining a safe and secure environment for employees, customers, and the public through the development, oversight, and direction of security and safety policies and procedures and programming. 

This position will assist the CSSO in the oversight of accidents/collisions, provide risk assessments, and implement remedies. This position will assist the CSSO in assessing the current safety and security policies and protocols and make corrective recommendations in all areas of Broward County Transportation. 

The Director of Safety and Security will assist the CSSO in tracking KPI's, analyzing trends, and formulating strategy for improvement. The incumbent must have detailed knowledge of Bus and Rail Transportation modes and policies/requirements/best practices for safety and security.  Local, state, and federal laws must be followed. 

The position will assist the CSSO in assuring that that required reporting is timely and accurate and all security and safety guidelines and manuals are current. At the direction of the CSSO, the incumbent will utilize the safety and security team to develop and maintain comprehensive policies, procedures and protocols for Broward County Transportation. 

The Director of Safety and Security must be able to respond to critical incidents 24/7.


The functions listed below are those that represent the majority of the time spent working in this class. 

Management may assign additional functions related to the type of work of the job as necessary.


Works under limited direct supervision from the CSSO, assisting in the development and implementation of programs within organizational policies and reports major activities directly to the CSSO through verbal, written, and virtual communications.

Assists in the development of employee and customer safety plans, security plans, and policies and procedures. Updates as best practices or local, state, federal laws mandate.

Advises and coordinates with all BCT sections to ensure safety and security measures are accessible and employees are trained.  

Assists in ensuring compliance with all transit agency requirements, local, state, federal laws, and environmental protocols. 

Under the direction of the CSSO, assures regular unannounced inspections are performed to audit safety and security compliance. Provides feedback and recommendations to assigned leadership. Keeps inspection records.

Provides training to all BCT staff related to safety and security as requested by the CSSO. Responds to employee concerns related to safety and security.

Responds to BCT customer concerns related to safety and security.

Establishes and maintains effective communication, liaison, and cooperative relationships with local, state, and federal governmental agencies, safety committees, labor unions, and transit associations. 

Under the direction of the CSSO, participates and assists in the management of the annual budget for the Safety and Security Division. 

Procures safety and security equipment/supplies as requested by the CSSO. 

Assists the CSSO in assessing contracts for accuracy and needs of BCT. Assures contract renewals are timely. 

Works to ensures that a culture of safety is promoted throughout the organization. 

Under the direction of the CSSO, develops KPI's for safety and security, keeps accurate records, provides analysis of trends and recommendations.

Ability to work a variety of shifts, including weekends and/or holidays (as necessary) and respond to emergency calls before and after hours.

Provides liaison with all stakeholders. Meets and shares ideas to formulate department-wide policy and action planning.

Representing BCT while attending meetings, professional seminars, or conferences to keep abreast of changes in legislative directives or recent technologies impacting security operations.

Generate community outreach related to security topics.

Able to produce quality work while working autonomously with sound judgment and discretion.

Able to prioritize and organize work based on deadlines, emergent situations, and departmental needs using independent judgment.

Supervises staff, delegates workload, and ensures training, coaching, and performance management is provided for development, as directed by the CSSO. 

Assists in the recruitment process for vacant positions. 

Other duties as assigned.


Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Revised: Requires four (4) years of high-level experience related to the area of assignment, including four (4) years of supervisory experience.


Special Certifications and Licenses Required
Must possess and maintain a valid Florida Driver's License for duration of appointment, depending on area of assignment.

Preferences
Masters/Graduate Degree in Criminal Justice, Business, Public Administration, Security Studies, Emergency Management or Related Discipline
10 years with Safety & Security Experience
10 years with FTA Safety & Security Programs Experience
Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
