Position Description
Actively participates in project procurement. Works closely with BD and Marketing departments. Plans, coordinates, schedules and directs the preconstruction activities for a project(s). Administers the complete project budget. Establishes work assignments for BCI project team members. Responsible for all final estimate packages to ensure accuracy and completeness. Presents preconstruction updates to the client. Responsible for Final GMP. Responsible for work of subordinates.

RFP Stage
♦ Review complete RFP and formulate an effective/winning strategy for BCI
♦ Establish the proper cost for General Conditions – utilize strategic thinking
♦ Assist BD/Marketing in preparing the response to the RFP
♦ Actively participates in interview preparations
♦ Know the strengths and weaknesses of the competition – determine BCI’s advantage
♦ Skillful at project interviews – strong communicator
♦ Interview follow up or debriefing
Preconstruction Stage
♦ Main client interface during preconstruction
♦ Have working knowledge of various contracts (DB, Owner-Contractor, Contractor-Sub | Owner-Architect - AIA, DIB, AGC)
♦ Evaluate the current status of the project – where is the team at and what is left to do?
♦ Identify project activities for the team. Issue and update project schedule (Owners, Architect, BCI, include Qwest, Excel Energy, Bldg Dept, other)
♦ Attend all design meetings and develop your role into a key leadership position
♦ Have working knowledge of building codes
♦ Evaluate design relative to cost, schedule and direct the team to desired results
♦ Responsible for all estimating functions from conceptual to full CDs
♦ Be responsible for subordinate estimator (when assigned) on larger projects
♦ Drive the preconstruction schedule, from land procurement to construction to ensure project success, both internal and external
♦ Participates and submits final constructability reports
♦ Investigate the requirements of public authorities. Schedule activities, assign responsibility, and achieve results
♦ Manage the complete project budget for the Owner (if necessary or requested)
♦ Using all your skills, influence the design team toward a cost effective design for owner and BCI
♦ A Team Builder – Establish responsibilities and manage the BCI precon team
♦ Responsible for the GMP
♦ Soft skills – friendly, positive attitude, persuasive, convincing, professional
Other
♦ Maintain relationships – follow up and keep the relationships alive and healthy
♦ Attend industry conferences, seminars (1-2-3 per year) – know more than your client
♦ Understand the development and approval process for municipalities and architectural review boards
♦ Work, collaborate and understand Owner, Architects and Engineers
♦ Creates the original DD estimate
♦ Reviews the design with the Project Team for any constructability issues
♦ Works with the Project Team to create a value engineering list (Pending Decided Items)
♦ Works with the Project Team to create a wish list of items the team would like to see in the project (Pending Decided Items)
♦ Attends weekly design review meetings to maintain budget and provide constructability expertise
♦ Coordinates bidding and subcontractor selection and pricing review with the Group Leader throughout the DD and CD completion
♦ Assists the Group Leader in scope evaluation for the subcontracting process
♦ Throughout the construction of the project assists management with estimating as is needed
♦ Coordinate with project team at the start of and throughout construction on sequencing and construction methods assumed during pro-construction planning
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
Required Education/Experience:
- Bachelor's degree in Construction Management, Engineering, or a related field: or workplace equivalent experience.
- Extensive relevant experience in preconstruction management, specifically on commerical construction projects.
- Familiarity with major market segments such as commercial building, renovations, facility services, education, and multi-family housing.
- Previous experience as a primary preconstruction lead on projects independently.
- Familiarity with design/build, design/assist, lump sum, CM/GC, and GMP delivery methods.
- Strong knowledge of construction processes, cost estimation, and project management software.
- Excellent communication and interpersonal skills to effectively collaborate with diverse teams and stakeholders.
- Proven ability to manage multiple projects and deadlines in a fast-paced environment.
Preferred Education/Experience:
- 10 years of relevant estimating experience in the construction industry.
- Background in project management focusing on procurement, buyout processes, and scheduling.
- Proficiency using MS Excel, On-Screen Take-Off, ProCore.

Summary pay range: $95,000-$135,000
