Job Description
BryceTech is currently looking for a Program Manager. This position will be supporting a high-visibility ASPR client managing over $12B in portfolio value with a variety of needs including support to the project team, acquisition program, and industry outreach efforts. The Defense Production Act and Emergency Response Authorities (DPA-ERA) Office administers Presidential authorities delegated to the Secretary of Health and Human Services to accelerate, expand, and preserve the supply of materials and services within the public health industrial base. HHS strategically leverages DPA enabling authorities and provisions to help design, build, and sustain long-term domestic capabilities and capacity to manufacture medical countermeasures for future public health threats, including chemical, biological, radiological, and nuclear (CBRN) threats, emerging infectious diseases (EID), and other public health emergencies. HHS also ensures the availability of medical countermeasures necessary to respond to public health threats.
This role will support the development and management of innovative government programs to expand the industrial base for public health sector medical technology.
The person in this role will:
- Coordinate internal resources to drive successful completion of projects in support of ASPR’s mission using knowledge and expertise in project and portfolio management.
- Ensure that all projects are delivered on-time, within scope, and within budget.
- Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Develop a detailed project/work plan to monitor and track progress.
- Measure project performance using appropriate tools and techniques.
- Provide program and project management support and subject matter expertise as it relates to the successful development, manufacturing, licensure, and distribution of drugs, medical devices and/or products, biologics, therapeutics, and other MCMs as required.
- Responsible for all aspects of program performance (i.e., technical, contractual, administrative, financial, etc.).
- Provide leadership to the technical and acquisition teams, ensure conformance to performance requirements, and assist in the overall direction to all project level activities and personnel.
- Provide technical and appropriateness review of program reports and documents prepared for senior leadership.
- Conduct program research/analysis and develop programmatic evaluative documents, as required.
- Conduct other tasks as assigned in keeping with the scope of this TO.
Qualifications
- Bachelors degree in a related field 6 years of program management experience with similar work experience.
- Experience working both independently and, in a team, setting.
- PMP certification is preferred.
- Experience in positions within the pharmaceutical or healthcare industries is strongly desired, with consideration given to experience leading early stage and clinical projects and teams through to successful licensure is preferred.
- Relevant experience supporting the successful regulatory clearance of a drug, medical device and/or product, biologic, or therapeutic through the FDA is strongly preferred.
- Possess excellent written and verbal communication skills.
- Be proficient with all MS Office products, Adobe Acrobat, and Smartsheet.
