Environmental Siting and Permitting Specialist at BSC Group, Inc. in Boston, MA.  Eligible to telecommute 2 days/week from a home office in within normal commuting distance of the Boston, MA office.

Job Duties:

In coordination with Project Manager, lead effort to evaluate needs for environmental site assessments and evaluate the suitability of site locations for various projects.

-        Facilitate development of mitigation strategies to minimize environmental impact.

-        Engage with regulatory agencies, local communities, and other stakeholders to address concerns, obtain necessary approvals, and build positive relationships.

-        Communicate complex environmental information to diverse audiences including areas with mapped and identified as having environmental justice populations.

-        Development and management of permit tasks, schedule, and deliverables.

-        Assessment of permitting risks associated with regulatory policies for hi-voltage transmission line and substation upgrade and/or development.

-        Development and management of permitting scope and costs of hi-voltage transmission line and substation upgrade and/or development.

-        Facilitate field investigations and site visits to gather data and accurately assess ground-truthed environmental site conditions.

-        Coordinate directly with client as well as supporting environmental subconsultants, engineers, scientists, legal representation, and specialists, as needed.

-        Organize and facilitate project meetings related to siting/environmental permitting.

-        Coordinate, conduct and /or participate in public meetings and informational hearings, as needed.

-        Assist key witnesses in preparing testimony and testify before federal, state, and local agencies concerning electric transmission and substation siting.

-        Serve a team of over 25 professionals’ company-wide including subject matter experts on technical permitting in subject areas related to meeting multiple regulatory requirements, as

-        specified by the State of Massachusetts and the MA Environmental Protection Act (MEPA).

-        Provide business development support in proposal writing and project cost estimation and permitting effort.

-        Prepare comprehensive task instructions for other team members, mentor, and train team members to successfully complete a required task, step, and deliverable.

-        Work under the direction of the Ecological Project Manager and be responsible for supporting site selection and environmental impact assessment processes for assigned projects

-        including identifying suitable locations for projects and ensuring compliance with regulations.

-        Management of permitting tasks.

-        Collaborate with cross-functional teams to identify potential environmental constraints and opportunities for minimizing impacts.

-        Collaborate with subject management experts and cross-functional teams to integrate environmental considerations into overall project planning.

-        Remain knowledgeable and relevant pertaining to local, state, and federal environmental regulations and ensure project compliance.

-        Assist in evaluating the impact of proposed legislation and regulations on transmission projects and provide input to the development process.

-        Prepare and submit regulatory documentation and permit applications as required, including writing, exhibits, testimony, interrogatories, schedules etc., including the management and

-        collaboration with internal and external subject matter experts to obtain the necessary information.

-        Assess and analyze the environmental impact of proposed projects on ecosystems, water resources, and other relevant factors.

-        Ensure that transmission siting/environmental/permitting activities and deliverables are performed in accordance with the policies, practices, and standards of our clients, and per the

regulations and procedures as required by federal, state, or local regulatory agencies, and meet the organization’s standards & expectations.

 

Requirements:
Bachelor’s degree in Biology, Ecology, Environmental Science, or related disciplines

3 years of experience working in the fields of environmental science, ecology or climate conservation focusing on natural resource/wetland projects and related permitting/regulations. The stated experience must include the following:   (1) preparing applications and obtaining environmental permits from government and regulatory agencies including wetland permits; (2) researching and applying environmental compliance and permitting regulations of state and local regulatory agencies; (3) preparing NEPA and MEPA documentation; and (4) using MS suite of products (Excel, Outlook, Word, Power Point).

Alternatively, we will accept a Master’s degree in Biology, Ecology, Environmental Science, or related disciplines and 1 year of stated experience.
