SSC/SZBC specializes in highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to support the Department of Defense’s (DoD) current and future operational needs.
As a leader in space technology, SSC/SZ-BC is responsible for the development, integration, testing, deployment, and sustainment of mission-critical systems spanning the entire acquisition life cycle. PRIMARY RESPONSIBILITIES:
- Provide space acquisitions, engineering, operations, and technical assistance for all project stages within the acquisition lifecycle.
- Support acquisition efforts for advanced technology, future concept development, and integration activities.
- Advise the government on cost, schedule, and performance matters.
- Revise or draft Joint Capabilities Integrated Development System (JCIDS) and acquisition documentation for government review and presentation.
- Ensure documentation aligns with the latest government guidance (e.g., MIL-STD).
- Provide technical and programmatic status reports on individual programs or portfolios as requested.
- Identify and recommend acquisition process improvements, risk reduction strategies, and technical, organizational, or programmatic changes.
- Assist in building and maintaining a government risk program, including risk identification, process definition, and risk mitigation planning.
- Support the government program manager in financial oversight, including commitments, obligations, and expenditures.
- Perform earned value management and schedule analysis for program office defense contracts.
- Provide Planning, Programming, Budgeting, and Execution (PPBE) support, including congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development, end-of-year funding actions, and Program Objective Memorandum (POM) development.
- Offer subject-matter expertise in Integrated Baseline Reviews/Business Financial Reviews to assess defense contractor cost and schedule performance.
- Monitor program schedules, report requirement shortfalls, and provide program risk assessments.
- Maintain and update acquisition reports by correlating program execution data with program baselines.
- Advise on technical engagements, including interchange meetings, design reviews, conferences, video teleconferences, and working groups.
- Maintain awareness of all programs and technology development efforts across the portfolio.
- Assist integrated product teams and working groups while establishing customer and contractor interfaces.
- Support government execution of source selections in accordance with FAR 9.505-4.
- Assist with source selection activities, including coordinating meetings, developing documentation (e.g., source selection plans, acquisition strategies, and non-disclosure agreements), and reviewing and drafting proposal evaluations.
- Maintain, update, and analyze the acquisition forecast to ensure accuracy and consistency.
- Identify and resolve disconnects or deficiencies in the acquisition forecast, which projects contract efforts, milestones, and key decision points.
- Incorporate inputs from force design, operational imperatives, combatant command priority lists, and future force-shaping products to enhance government planning and capabilities.
- Advise and assist leadership with high-visibility engagements, commitments, and tasks, including at the congressional level.
- Draft, review, coordinate, and process program acquisition information for public release, ensuring government approval before dissemination to industry, media, trade publications, and stakeholders.
MINIMUM QUALIFICATIONS:
- Expertise in small, agile acquisitions with insight into lessons learned from large acquisitions
- Understand working with contractual efforts designed to address fulfilling near-term requirements
- History of working with space and/or software related acquisitions
- Knowledge in drafting and staffing broad-spectrum program planning and execution documentation for milestone activities, command and acquisition chain updates and approvals, contract planning and execution, and financial planning and execution
- Expertise in preparing budgets through the PPBE cycle and managing finances to meet obligations and expenditure goals
- Development in working with higher headquarters on requirements for refinement and other mission-oriented objectives
- Understand higher headquarters processes and develop strategic-level documents to craft successful messaging of programmatic efforts
- Understand acquisition processes and apply them for successful program management
- Knowledge of DoD acquisition and financial systems
- Knowledge of various DoD contract strategies and vehicles, and understanding of their applications to meet rapid acquisition timelines
- Expertise in developing and executing acquisition strategy plans
- Expertise in developing and managing programmatic schedules (Integrated Master Schedules)
- Expertise in developing acquisition documentation to meet higher-level requirements
- Expertise in acquisition and programmatic risk management
- Expertise working in a classified acquisition program and understanding of the nuances associated with security, IT, manpower, etc.
- Requires 10 or more years’ experience in this type of position or program
- Requires BA/BS degree
- Requires experience with Microsoft Project
SUPERVISORY RESPONSIBILITIES:
This position does not supervise the work of others.

This job operates in a professional office environment. This role routinely uses standard office equipment.

The following salary range is what we reasonably expect to pay but is contingent and subject to a variety of factors, including but not limited to years of experience, education, certification(s), training, specialized skills, responsibilities, etc.
SALARY RANGE: $135,000 - $151,000 Annual Salary
