POSITION SUMMARY

At will position appointed by the Board of Supervisors and reporting to the Engineer, Road Superintendent, or Assistant Engineer. Under close supervision, operates various types of light equipment and performs physical laboring activities in the maintenance of roadway, roadside, right of way, shoulder, bridge and highway grading/paving projects. Performs work outdoors in all types of weather conditions, day or night, in normal and emergency situations to ensure the proper completion of maintenance activities.

ESSENTIAL JOB DUTIES

o Operates various roadway machinery and equipment used in maintenance and construction projects including, but not limited to: tractors, dozers, loaders, trucks, graders, snowplows, air compressor, and jackhammer.

o Performs duties related to snow and ice removal including equipment removal, preparing and spreading abrasives and deicing chemicals on the roadway.

o Performs roadway and right of way, shoulder, roadside, bridge, surface, drainage, and related maintenance to include, but not limited to: surfacing, sealing, and filling joints and cracks, removing bumps, filling depressions, and removing and replacing damaged pavements; filling edge ruts, smoothing shoulders, mowing shoulders, and rebuilding shoulders, picking up litter, and cutting brush.

o Performs a variety of tasks associated with bridge and culvert construction. Works under the direction of the bridge crew foreman.

o Maintains waterways by reshaping fore and back slopes, cleaning vegetation from ditches, maintaining and repairing tile culvert pipes and intakes using backhoes, loaders, power shovels and draglines.

o Loads and unloads materials such as sand, gravel, crushed rock, deicing chemicals and bituminous paving materials into trucks using end loaders, shovels or other hand tools.

o Pulls levers or turns crank to tilt body and dump contents, moves hand and foot controls to jerk truck forward and backward to loosen and dump material adhering to body or hoisting equipment to climb piling leads to assist in pile driving. Loads truck by hand or by operating mechanical loader.

o Perform regular inspection of machinery and equipment to ensure safety and operability. Performs routine maintenance and minor repairs on all assigned equipment such as oil and tire changes, greasing and inspections; and assists mechanic on major breakdowns.

o Assists in the construction and maintenance of secondary roads facilities and grounds including carpentry, plumbing, janitorial, and grounds maintenance.

o Must maintain a valid State of Iowa Commercial Driver’s License Class B with air brake endorsement and be insurable under the County’s guidelines.

o Performs manual labor and other duties as required. While performing the duties of the job, the employee must frequently walk, climb steps and ladders, climb in and out of vehicles, will sit and stand for an extended period, will routinely push/pull, lift, move or load up to sixty-five (65) pounds. Team lift or mechanical assist is required for objects weighing over fifty (50) pounds.

o Responds as needed or directed to roadway emergency situations.

o Any other duties as assigned or required by the Engineer, Road Supervisor, or Assistant Engineer.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can safely perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skill and abilities.

o Ability to read and interpret documents such as road maps, safety rules, operating and maintenance instructions, and procedure manuals.

o Ability to read, write, and communicate in English information to the public, answer questions while working in the field, and to comprehend directions and instructions. Communication with internal and external individuals must be in a polite, courteous, and cooperative manner.

o Ability to add, subtract, multiply, and divide in units of measure using whole numbers, common fractions and decimals.

o Ability to drive trucks and other vehicles in a safe and conscientious manner.

o Ability to organize time, manage a variety of work duties with minimal guidance, and work as a team player.

o Ability to frequently push/pull, lift, or load up to sixty-five (65) pounds.

o Ability to work out doors in all types of weather conditions, day or night, in normal and emergency situations to ensure the proper completion of maintenance activities.

o Ability to operate and use tools required in highway maintenance work.

o Ability to acquire the knowledge, skills, and techniques used under the manual on uniform traffic control devices (M.U.T.C.D.) and the ability to apply these skills and techniques.

o Knowledge in the operation of hand tools, power tools, and with light and heavy highway maintenance equipment.

o Knowledge of applicable department policies, procedures, and regulations pertaining to highway and equipment maintenance, record keeping, and reporting requirements

o Displays a high standard of ethical conduct, and refrains from dishonest behavior.

ENTRY REQUIREMENTS

Education/Training: High school diploma or GED;

Required licenses, registrations and certifications: Possession of a valid State of Iowa Commercial Driver’s license Class B with air brake endorsement and be insurable under the county’s guidelines.

Required post‑offer physical examinations: Must meet all requirements as outlined in the employee handbook.

Required drug testing: Drug testing shall be required as allowed by state law. This job requires a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program.

Residency requirement: None.

  • Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

PHYSICAL DEMANDS AND WORK ENVIRONMENT (continued):

  • Work environment: Work is conducted primarily outdoors so the employee is exposed to weather conditions prevalent at the time. The noise level in the work environment is usually moderate to loud. Exposed to noise; moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and vibrations.

HOURS OF WORK

Generally, forty (40) hours per week, with the normal workweek for regular full-time employees consisting of five (5) consecutive eight (8) hour days, Monday through Friday. The employee may be required to work additional hours or to change hours with minimal notice because of operational needs.
