Job Summary: Under the supervision of the County Assessor, performs appraisals for taxation purposes residential, multi-residential and agricultural property within the County using state manuals, charts, and related reference materials to assess property consistent with state law. Essential Duties and Responsibilities: Collect and analyze data to estimate the value of real residential property for the purpose of calculating tax assessmentsConduct physical appraisals of property categorized as single family, multi-family, tax-exempt, and agricultural by auditing and inspecting properties on siteAssists in the maintenance of departmental files and records, which list all property at its taxable value in accordance with standards prescribed by the proper authorityAppraise improved or unimproved real property to determine valueConsider factors such as depreciation, replacement cost, value comparison of similar property, and income potential, when calculating final estimation of property valuePhotograph property to assist in estimating accurate property value, to substantiate findings, and to complete appraisal reportsRecommend measures to improve performance according to established policies and proceduresProvide in-person or by telephone answers to questions from property owners regarding assessment values, legal descriptions and related information maintained in the County Assessor’s officeOther Duties and Responsibilities: Operate office equipment, including but not limited to: copy machine, computer, phone, 10-keyReview current assessment lists, and help revise probable changes in assessment listPerform all other duties as assigned

Required Knowledge, Skills and Abilities: Ability to read and follow aerial maps to locate all land in Buchanan CountyMust have a good driving recordMust be courteous, self-motivated, detail-oriented, and communicate effectively with taxpayers during all aspects of the jobMust be able to work in variable weather conditions on all types of terrain while doing field inspectionsMay be exposed to unrestrained animals when performing fieldworkMust be able to bend, stoop, and climb steps when necessaryAbility to communicate orally and in writing with customers, vendor representatives, attorneys, County personnel, and State Tax Commission personnelAbility to add, subtract, multiply, divide, and calculate percentages, fractions, and decimalsAble to work independently and as part of a teamProficient in Microsoft Office programsStrong attention to detail and organization skillsWorking Environment/Physical Requirements: The majority of work is performed in a professional office setting and is generally sedentary.
