What are the responsibilities and job description for the Apartment Maintenance Lead (2 Hour Radius of Yuba City) position at Buckingham Property Management?
Buckingham Property Management has an immediate opening for an experienced Apartment Maintenance Lead responsible for an assigned portfolio of properties within a 2-hour radius of Yuba City, California! The selected individual will work under the direction of the Director of Maintenance & Construction ensuring superior curb-appeal, timely and quality unit turns and overall maintenance of multi-resident Affordable Housing apartment community(ies) by providing oversight of the assigned Maintenance Technician team. The selected individual will ensure Maintenance Technician(s) are trained in the completion of requested service and/or maintenance work in accordance with Company standards. The selected individual will assist the Director of Maintenance & Construction in the completion of Capital Projects.
BI-LINGUAL: English/Spanish, preferred.
This position does not provide housing as a condition of employment.
While other duties may be added, the Essential Duties and Responsibilities of the position include:
- Regularly visits properties within his/her assigned portfolio to ensure compliance with all maintenance protocol.
- Provides temporary coverage for properties with vacant Maintenance Technicians whether due to active recruiting, vacations or other time away from work by the assigned Maintenance Technician.
- Monitors standards for the cleanliness and overall appearance of every community’s grounds, amenities, building exteriors, market ready unit interiors, breezeways, curbs, signage, leasing office, central garbage areas, parking lots, and other buildings and common areas to ensure that they reflect and represent the high quality of community and Company standards. Timely reports concerns to Director of Maintenance & Construction and District Supervisor.
- Resolves maintenance issues in the areas of HVAC, electrical, plumbing and appliance repair.
- Assists District Supervisor with the make-ready and apartment turnover process with attention to detail and timeliness so units can be turned and re-leased within 7-10 days of move-out.
- Completes various physical tasks as necessary (e.g., tearing down fences, digging post holes, climbing multiple flights of stairs, carrying buckets of paint, carrying sheetrock, lumber and flooring materials, carrying abandoned sofas, etc.)
- Performs work area clean-up and practices proper safety protocol at all times. Identifies and resolves safety hazards throughout the community, including but not limited to burnt out lights, trip hazards, broken sprinkler heads, pools of water. Immediately reports and/or initiates action to correct unsafe conditions to the Community Manager and District Supervisor. If timely response does not occur, reports unsafe conditions to Director of Property Management.
- At least once per year, participates in quarterly preventative maintenance process with Maintenance Technician at each property within his/her assigned portfolio.
- Performs pre-inspections for CTCAC, REAC, USDA and HOME inspections to ensure properties are physically ready for inspection.
- Provides assistance to the District Supervisor(s) during audits, inspections, and ownership visits as needed.
- Conducts property inspections and provides ongoing feedback to the Director of Maintenance & Construction, District Supervisor, and Director of Property Management.
- Assists community Managers and Maintenance Technicians in ensuring compliance with the following programs or protocol. Notifies Director of Maintenance & Construction of non-compliance and/or safety issues.
o Mold Operations and Maintenance Program
o Asbestos / Lead Protocol
o Buckingham Approved Chemicals Program
o Emergency Site Map and Emergency Supplies/Action Plan
- Ensures chemical compliance and safety of all pools and/or spas within his/her assigned portfolio.
- Consults with the Director of Maintenance & Construction and District Supervisor on all major repairs to ensure appropriate communications occur along with necessary approvals from ownership, reserves or other required parties.
- Assists in the completion of Capital Projects by collecting bids, being present during completion of work, following up on open items, and/or notifying the Director of Maintenance & Construction of outstanding issues.
- Completes final punch lists, obtains approvals, and reports job completions to Director of Maintenance & Construction and District Supervisor.
- Provides support to the District Supervisor on addressing emergency situations.
- Provides direction to Maintenance Technician(s) and/ or responds to after-hours emergency situations at the property, as directed by the District Supervisor and/or Director of Property Management;
- Participates in New Employee Orientations for Maintenance Technicians including accurate onboarding paperwork processing, comprehensive on-the-job training in compliance with Company protocol during first week of employment, and throughout Maintenance Technician employment as needed.
- Provides training to Maintenance Technicians on policies, operating procedures and maintenance standards to ensure high standards of compliance. Assesses effectiveness of operating procedures and maintenance standards and develops training plans as needed.
- Monitors Maintenance Technician(s) job performance and compliance with job description. Provides feedback to Director of Maintenance & Construction and District Supervisor on performance and recommended areas of improvement.
MINIMUM QUALIFICATIONS
The selected individual will have at least three (3) years of experience in the following areas:
- Commonly used practices and procedures in facilities and/or residential building maintenance.
- Working knowledge of basic maintenance repairs and troubleshooting, completion of work orders and turnover of vacant units in preparation for quality move-ins.
- Working knowledge of HVAC, plumbing, mechanical, fire protection, structural, roofing, concrete, paving, landscaping, electrical and appliance repair.
- Working knowledge of NSPIRE, MOR, CTCAC, USDA CALHFA and other affordable program property standards.
CERTIFICATION REQUIREMENTS
- Certified Pool Operator Certification required must be successfully obtained within first 90 days of employment.
LANGUAGE QUALIFICATIONS
- Ability to effectively communicate in English with management, co-workers, residents.
- Bi-lingual: English/Spanish, may be required or preferred (property specific).
OTHER SKILLS, ABILITIES OR QUALIFICATIONS
- Experience and understanding of basic plumbing, electrical and/or appliance repairs.
- Ability to read and interpret equipment operating manuals and instructions guides. Ability to read and understand Company policies and procedures.
- Ability to resolve maintenance and service issues quickly and in a quality manner.
- Value and exhibit effective and courteous partnerships with co-workers (whether assigned to the same property or assisting from another property) by maintaining professional standards of conduct at all times.
- Must lead by example and be a role model for the standards and behaviors consistent with Company policies and procedures.
LEADERSHIP AND SUPERVISORY RESPONSIBILITIES
Team Leader: Answers complex questions functioning as an expert resource. Advises and directs work teams. Maintains assignment completion schedules. Performs the same and higher level tasks as Maintenance Technicians. Interviews, makes hiring recommendations, provides training and develops Maintenance Technicians. Provide ongoing training, constructive feedback, and coaching to Maintenance Technicians.

Buckingham will supply and take care of all tools and equipment that are required by Buckingham or are necessary to do the job unless an employee makes at least twice the California minimum wage and that employee works in a recognized trade or craft, in which case the employee may be required to provide and care for all hand (not power) tools and equipment usually necessary for that type of job. All tools furnished by Buckingham must be returned by employee upon termination of employment.
BUSINESS TRAVEL REQUIREMENTS
BPM reasonably expects driving to be one of the job functions for this position, therefore, qualified applicants must have reliable transportation for business travel purposes.
- Travel requirements are of a local nature (within 100 miles) up to ¼ of time.
- Employees are reimbursed for the approved use of their personal automobile on official Buckingham business.
- Employee who are required to use their personal automobiles for business travel must provide evidence of liability insurance coverage as well as evidence of and maintenance of a valid driver’s license upon hire and in accordance with Buckingham policy.
SCHEDULE AND COMPENSATION
While the typical schedule for a person in this position is 40 hours per week (Monday-Friday: 8-5 p.m. with a one-hour lunch generally between 12-1 p.m.) plus after-hours emergency response required of a person who is required to live on premises in Company-provided housing as a condition of employment, additional hours may be available and/or necessary on holidays and during evenings and/or weekends, according to the needs of the business.
Compensation for this full-time, hourly non-exempt position is $30.00 - $30.00 per hour.
