Responsibilities
- Report to the Director of Housing & Community Development on community development, economic development, affordable housing needs, and help develop strategic plans and funding proposals.
- Research best practices in community development, economic development, and housing affordability and recommend suitable models for Bucks County. Lead implementation of new programs/funding streams.
- Supervise staff for CDBG, HOME, and Whole Home Repair Programs, ensuring optimal performance, task delegation, and regulatory compliance.
- Collaborate with Homeless Services and Fiscal Operations Managers to ensure department efficiency and staff training.
- Oversee compliance, contracting, and reporting for Community Development-related grants, including HUD-required reports.
- Facilitate communication and coordination across departments for efficient program implementation.
- Evaluate project proposals for funding based on alignment with county plans, feasibility, and impact.
- Oversee program development, contracting, and monitoring for CDBG, HOME, HTF, PHARE, and other funding sources.
- Monitor sub-recipient compliance, maintain project databases, and generate reports.
- Supervise and prepare project performance reports, ensuring timely expenditure of project funds.
- Provide guidance to municipalities and organizations on program applications, contracts, and reporting.
- Assist with program manuals, policies, and monitoring procedures for subrecipients.
- Support project reviews, including environmental and financial assessments.
- Stay updated on HUD and state regulations and communicate relevant information to community partners.
- Process contracts for various funding programs and provide programmatic support.
- Assist with departmental administrative tasks, including budget planning and vendor payments.
- Represent the county at meetings and committees as required.
- Perform administrative duties such as scheduling, correspondence, and database management.
- Other duties as assigned.
Qualifications:
· Bachelor’s degree in business administration, Public Administration, Planning, or Policy, Social Sciences, or related field. Master’s Degree is preferred. Equivalent experience may be considered in lieu of educational requirements. Five years of relevant experience preferred.
· Supervisory experience required.
· Comfortable with public speaking at community events and conferences.
· Typing skills at 35 WPM.
· Proficient in Microsoft Word, Excel, Outlook, Access, PowerPoint, and Adobe Acrobat. Experience with designing reports a plus.
· Strong written and verbal communication skills; knowledge of business arithmetic and budgeting preferred.
· Ability to work independently and efficiently.
· Valid driver’s license and personal vehicle required.

Pay: $76,000.00 - $88,000.00 per year
