Summary
This is a professional level position that is responsible for planning, directing and coordinating an integrated service delivery system for the Career Counseling Services within the Buffalo Employment and Training Center. Requires specific knowledge of the services and goals of the Workforce Investment Act (WIOA) and the services and goals of WIOA Partner Agencies. Insures that job-seeking customers are provided with high quality skills assessment, career planning, career counseling, case management, job search, job retention and follow-up services.
Assigns caseloads and related duties and coordinates activities of youth workforce programming that will lead to long term employment and self-sufficiency. Assists Career Counselors through individual and group conferences in analyzing case problems and in improving their diagnostic, counseling, and service delivery skills.
In addition to performing the functions of youth workforce programming, this position requires the individual to interact with representatives from area agencies, governmental organizations and employers to determine the appropriate services, skills, training and knowledge job seekers needed for local employment opportunities and job retention. Responsible for maintaining all career counseling schedules and records to insure all job seeking customers are scheduled for and receive services in a timely and responsive manner and that all necessary follow-up is being provided. Track, analyze, and report performance data. Develops resources and coordinates activities with Partner and community agencies to ensure that job retention and supportive services are provided to customers.
This position involves significant supervisory and management responsibilities. The position requires knowledge of interviewing and skill assessment techniques, career aptitude and interest tests, test interpretation, development of career plans, and career counseling techniques and practices, job search techniques, job retention techniques, follow-up services, community and partner services and eligibility. This position involves the use of significant independent judgment to insure the services and outcomes of the Buffalo Employment and Training Center reflect planned service levels and high customer satisfaction.
Duties and Responsibilities (Illustrative Only)
· Supervises and manages the day-to-day operations of the youth workforce programming and related support staff.
· Works with management to develop and continuously update the policies and practices of the career counseling office to insure job seeking customers are provided with high quality, responsive, ongoing career assessment, employability planning, career counseling, job search, placement, job retention and follow-up services.
· Ensures that core and intensive youth services needed for WIOA Youth, and others applicable are provided to customers before consideration of training.
· Ensures that assessment services, career plan development, career counseling, job search, placement, job retention and on-going follow-up services are provided that reflect the individual needs of each customer.
· Effectively utilizes the One-Stop Operating System (OSOS), as a tracking, record keeping, case management and job placement system to record and facilitate customer services.
· Coordinates and conducts staff meetings on a regular and ongoing basis to discuss customer progress and exchange information on new developments, techniques, policies or priorities related to the operation of the Career Counseling.
· Trains new and existing staff on duties, responsibilities, customer’s service expectations, policies and procedures, of the Buffalo Employment and Training Center, WIOA and other youth workforce programming.
· Establishes service benchmarks and reporting requirements and reviews caseload data accordingly.
· Sets performance standards and completes performance appraisals of reporting staff and meets with individual staff to discuss and resolve problems as needed.
· Develops and compiles reports on services provided by career navigators to ensure quality and responsiveness; Implements progressive disciplinary action according to agency policy.
· Research, and conduct outreach to build relationships with referring agencies to increase community awareness and customer enrollment.
· Develops strong relationships with partnering agencies, local community service agencies, the NYS Job Service, and employers to ensure customer services are well coordinated.
· Exercises sensitivity in communicating and dealing with persons with a variety of ethnic, social or educational backgrounds and brings areas of concern to the attention of the Deputy Director
· Keeps informed of new developments, methods, and techniques related to Case Management, Assessment, Job Search, Job Development and Workforce Development.
· Attends trainings to keep informed of center and partner services, policies and referral procedures as well as pertinent rules and regulations.
· Prepare, review, and collect files for compliance reviews.
· Review customer and employer’s complaint and connects with Deputy Director for documentation and resolve.
· Maintains a limited caseload of job seeking customers and provides services of Career Counselor.
· Performs other tasks as assigned, may be assigned to other duties, responsibilities, offices, programs and locations based on the service and staffing needs.
Qualifications and Basic Requirements
Education and Related Requirements
A) Master’s degree with relevant work experience preferred.
OR
B) Bachelor’s degree with relevant work experience, and 2 years of supervisory experience
Skills, Knowledge and Abilities:
· Ongoing knowledge of WIOA youth program regulations, TEGL’s, TA’s and WIB
guidance documents;
· Ability to navigate the One Stop Operating Systems (OSOS);
· Proficiency in Microsoft Office Suite, to include Excel, Outlook, Word and
PowerPoint, must be verifiable;
· Excellent organizational skills, including the ability to prioritize work and manage deadlines successfully;
· Experience with client assessment;
· Ability to ascertain the impact of cultural values and the unique needs of the youth population.
