Summary:
The 32BJ Health Fund is a Taft Hartley fund that provides health benefits to members of SEIU Local 32BJ and their dependents. The Fund has approximately 200,000 covered lives across 11 states. The Fund is self-insured and is responsible for efficiently managing its resources. The Fund offers comprehensive coverage that includes benefits for medical, hospital, prescription drug, vision, dental, short- and long-term disability and life insurance.
To ensure that the Fund can deliver cost-effective high-quality care, the Fund has embraced value-based plan design and innovative purchasing strategies that encourage plan participants to use high quality primary care and other cost-effective benefits and providers. The Fund dedicates significant resources to actively managing its plans and provider networks to operationalize this strategy.
The 32BJ Health Fund is seeking a dynamic and experienced Director, Chief of Staff to join our growing team. This pivotal leadership role requires an innovative professional with a diverse background and a passion for challenging the status quo on behalf of our members. Reporting to the 32BJ Health Fund Director, you will act as a portfolio manager for all the Fund's program and project work, ensuring seamless coordination across various functions including operations, strategy, analytics, technology, compliance, finance, and contracting. Essential Duties and Responsibilities:
- Portfolio Management:
- Oversee Health Fund Portfolio of projects and initiatives ensuring the appropriate projects are elevated for execution through the leadership conversation while maintaining the list of projects that can be elevated in the event another project completes or is removed.
- Ensure alignment of projects with the Fund's strategic goals and objectives.
- Monitor and report on project progress, addressing any issues that arise.
- Mitigate potential risks for new project initiatives and propose viable contingency plans.
- Cross-Functional Partnerships:
- Serve as the primary liaison between the Health Fund Director and various departments.
- Support the communication needs of the Health Fund by working with the internal and external communication teams
- Work closely with the compliance team to ensure all regulatory requirements are met.
- Collaborate with the finance team to align budgeting and financial planning with project goals.
- Interface with the contracting team to streamline contract negotiations and management.
- Strategic Initiatives:
- Understand and align initiatives based on the organization’s long-term vision.
- Assist the Health Fund Director in developing and executing strategic plans.
- Identify opportunities for process improvement and implement innovative solutions.
- Drive organizational change and encourage a culture of continuous improvement.
- Leadership and Team Management:
- Supervise and mentor a team of 4 direct reports
- Foster a collaborative and high-performance team environment.
- Empower team leaders to effectively solve bottlenecks and challenges within the team.
- Identify new training needs and support professional development efforts.
- Improve open lines of communication with the Health Fund and senior management.

- Administrative Oversight:
- Oversee administrative functions, ensuring efficient and effective support for the Fund’s operations.
- Manage the administrative staff, providing guidance and support as needed.
- Provide centralized support for regulatory requirements, contracting, purchase orders and invoices.
- Perform other relevant functions as necessary or as assigned.
Qualifications and Core Competencies:
- Bachelor’s or Master’s degree in Business Administration, Public Administration, or a related field.
- Minimum of 7-10 years of leadership experience in public health advocacy, strategy, consulting, government, operations, health benefits administration or a related field.
- Strong proven experience in portfolio and project management.
- Ability to influence, persuade, reach consensus, and display executive presence.
- Expertise developing and managing relationships with Board of Directors, Board of Trustees, or other governing bodies of authority.
- Strong leadership and team management skills.
- Excellent interpersonal and communication skills, with experience presenting to a wide variety of stakeholders.
- Demonstrated ability to challenge the status quo and drive organizational change.
- Skilled to thrive in a quick-moving work environment with shifting priorities.
- Adaptable, fast learner, agile, highly organized, analytical, and detailed oriented.
- Able to take initiative, think critically, strategically, and collaborate with others to drive impactful change.
- Ability to work full-time in the New York City office.

Salary : $225,000 - $235,000
