This position is responsible for researching, developing, designing, writing, and editing marketing and communications materials to facilitate public understanding of City policies, programs, and services, ensuring alignment with the organization's goals. Under general supervision, this role works closely with the City Manager or designee to develop, organize, and manage strategic City-wide communications efforts. These efforts include, but are not limited to, economic development, tourism, and special events. This position plays a key role in promoting Bullhead City’s positive image and ensuring well-coordinated communications across multiple platforms. Thís position partners with City staff and assists in managing the City’s website, social media accounts, newsletters, and marketing materials. The incumbent will also work collaboratively to research, document, prepare, and distribute written and oral communications, sharing news about City programs, special events, accomplishments, and services with both internal and external audiences. A core focus of the role will be to curate and communicate the unique story of Bullhead City, emphasizing not only its quality of life, outdoor recreation, sports tourism, and vibrant community experiences, but also the numerous opportunities for both residents and visitors to engage, grow, and thrive in our dynamic city. The ideal candidate must possess strong written and oral communication skills, high level of organizational skills, and be creative, passionate, and innovative.
Works under the general guidance and direction of the City Manager or designee.


EDUCATION & EXPERIENCE/LICENSING & TRAINING

EDUCATION & EXPERIENCE:

  • A minimum of three (3) years’ of increasingly responsible experience in public communications and public relations or marketing; or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
  • Public sector experience preferred.
  • A strong background in journalism, with demonstrated experience in writing, editing, and producing high-quality publications and promotional materials.
  • Bachelor's degree in Communications, Public Relations, Marketing, Journalism, or a related field is strongly preferred.

LICENSING & TRAINING:
  • Valid State Driver's License
  • National Incident Management Systems (NIMS) training based on assignment.
  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

  • The incumbent is responsible for developing, creating, and distributing timely, accurate public information to promote the City of Bullhead City’s key messages. This includes writing, editing, and producing a variety of communications materials such as press releases, media advisories, newsletters, social media content, promotional and informational materials of City programs, events and services.
  • Leverages strong journalistic skills to craft compelling narratives that articulate the City’s mission and objectives, ensuring clarity and engagement in all communications.
  • Assists in and coordinates the design, development, production, and distribution of public communications and promotional materials using methods such as press releases, public outreach strategies, media advisories, publications, newsletters, direct mail campaigns, print and broadcast advertising, video production, and content design for the City's websites, social media platforms and other communication channels.
  • Drafts and edits text, conducts graphic design, and photography for various public information campaigns. Collaborates with City departments to gather information and develop promotional plans for special events, programs, and community services.
  • Coordinates and conducts effective community meetings, media events, and press conferences to promote City programs and services and encourage civic participation. Serves as an information resource to citizens, business establishments, news media, and community groups.
  • Assists in managing the City’s social media profiles and campaigns, focusing on audience engagement and community outreach to build a positive image of Bullhead City as a premier destination to live, work and play, and tourism and outdoor activities.
  • Ensures the City’s messages are consistent, reliable, and effectively reach the target audience. Ensuring consistency with the city's branding and messaging.
  • Researches and resolves inquiries and complaints, addressing social media inquiries and comments to ensure timely and accurate responses.
  • Conducts research projects, compiles information, and summarizes findings on assigned issues.
  • Monitors and analyzes the effectiveness of communication and marketing efforts. Tracks metrics such as engagement, reach, and feedback to inform future strategies and initiatives.
  • Prepares comprehensive reports on various communications initiatives.
  • Collaborate with the Public Information Officer and Sponsorship Coordinator and respective internal or external teams to ensure the City’s website(s) feature user-
  • friendly design, compelling content, and up-to-date information about attractions, events, and recreational opportunities in addition to all other duties.
  • Assists in planning, coordinating, and monitoring special programs or projects initiated by the City Manager.
  • Aids in developing legislative, public affairs, and communications strategies.
  • Establishes and maintains positive relationships through superior customer service and cooperative behavior.
  • May be required to work early mornings, evenings, holidays, or weekends as needed.
  • Performs all work duties in accordance with city policies and procedures, follows safety policies and practices, and reports unsafe activities and conditions.

PERIPHERAL DUTIES:
  • Performs duties of a similar nature or level as required.
  • May serve on various employee or other committees as assigned.

WORK CONTACTS:
  • Regular and frequent contact with elected officials, county and state representatives, other city departments, city and regional leaders, business leaders, legislators, media, and the general public.

KNOWLEDGE, SKILLS, AND ABILITIES:

KNOWLEDGE:
  • Principles and practices of communications, journalism, marketing, public information, public and media relations, and strategic communications planning; graphic design principles; City organization and policies; state and federal laws governing public information dissemination; and legislative processes.

SKILLS:
  • Exceptional written communication skills, including drafting and editing; strong oral communication abilities; proficiency in analyzing information and developing actionable plans; adept at public speaking and maintaining composure in high-pressure environments; and using initiative and independent judgment.

ABILITIES:
  • Ability to interpret laws and regulations; prepare clear and concise reports and communications; establish effective working relationships; conduct public policy research; and utilize office software and specialized tools safely and effectively.
