STATEMENT OF THE JOB

Provides lead direction and work coordination for an assigned staff ensuring that assigned projects are completed in a satisfactory and timely manner.Skillfully operates the City’s most complex heavy equipment, if assigned. Performs a variety of physical labor, semi-skilled and skilled work in themaintenance, repair, construction, and custodial care of City water and wastewater utilities and facilities. A moderate level of computer skills is expected to be successful in this position.

EDUCATION & EXPERIENCE/LICENSING & TRAINING

EDUCATION & EXPERIENCE:


High School Diploma or General Education Development (G.E.D.) and five years maintenance, construction and/or repair experience in area of assignment including one year of supervisory or lead experience; or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the position.

LICENSING & TRAINING:

  • Valid State Driver's License
  • Valid Commercial Driver's License Class A with Tanker Endorsement within 1 year of date of hire; based on assignment
  • ADEQ Water Distribution Grade III and ADEQ Wastewater Collections Grade Ill preferred
  • OSHA Work Site Safety Training Certifications may be required based assignment
  • National Incident Management Systems (NIMS) training based on assignment.

ESSENTIAL FUNCTIONS/KNOWLEDGE/SKILLS/ABILITIES

  • Provides lead direction and work coordination for assigned staff.
  • Plans and assigns work schedules for assigned crews.
  • Maintenance and repair projects, secures appropriate tools and materials, and completes work in a timely manner.
  • Performs semi-skilled, skilled and technical repairs, alterations, remodels, and maintenance of the City 's utilities.
  • Performs pre-trip inspections on city assigned vehicles and equipment.
  • Keeps records and logs of work completed, materials required, labor hours, etc.
  • Maintains current skills and knowledge in the proper and safe techniques of evacuations and pipeline repairs
  • May be assigned to operate heavy equipment on maintenance, repair, and construction projects.
  • Establishes and maintains preventive maintenance programs.
  • Meets requirements set forth by permits issued by regulatory agencies.
  • Responds to customer inquiry and complaints.
  • Procures, research, and orders parts; participates in budgeting processes.
  • Serving as lead in the operation, maintenance, and repair of water mains and service lines.
  • Coordinates and monitors contractors hired for City work projects.
  • Operates hand tools, power equipment, and a variety of vehicles.
  • Creates written estimates and detailed drawings for small utility projects.
  • Makes field inspections to determine maintenance and repair requirements.
  • Studies as-built drawings and plans to determine materials, tools, and sequence of work to be performed.
  • Maintains a clean work area and equipment.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, recommend alternatives, and work cooperatively and jointly to provide quality, effective customer service.
  • Maintains Safety Data Sheets (SDS) for the chemicals and supplies utilized in the facility and send Risk Management current and updated SDS.
  • Notify supervisors concerning the need for major repairs.
  • In consultation with supervisor, prioritizes and responds to service requests and work orders submitted to successful resolution.
  • May provide technical expertise to assigned personnel and monitor outside contractors as directed by the department supervisor to assist and ensure completion of work.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
  • Provides excellent customer service to both internal and external customers.
  • Maintains regular attendance
  • May be required to work early mornings, evenings, or weekends as needed.
  • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions.
  • Conducts employee reviews
  • Performs related work as required.

KNOWLEDGE OF:
  • Working knowledge of equipment, materials and supplies used in utility maintenance
  • Equipment and supplies used to do repairs
  • First aid and applicable safety precautions
  • Methods, practices, tools and materials used inutility maintenance and repair work
  • Occupational hazards and necessary safety precautions applicable to underground utility work
  • Principles and practices used in water or wastewater operations.
  • Sampling and collecting procedures
  • Federal, State and Local regulations relative to area of assignment
  • Estimating, costing and ordering materials to complete work assignments
  • Sufficient mathematics to calculate amounts of materials needed and to measure materials to be laid out, cut, shaped, joined, etc.

  • Use graphic instructions such as blueprints, layouts, or other visual aids

  • Establish priorities for own workload based upon such factors as need for immediate action, work objectives, work schedule, knowledge of future needs, etc.
  • Move debris, dirt or other material using a shovel, rake or other tool
  • Move heavy objects of 50-100 pounds or more long distances
  • Dig up ground using a pick, shovel, spade or other tools
  • Work in a variety of weather conditions with exposure to the elements that include extreme heat

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIORNMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee works near moving mechanical parts and is frequently exposed to extremely hot weather, wet and/or humid conditions, and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud.
