Position Summary:
Under the direction of the Director of Property Management, the Regional Property Manager is responsible for supervising the daily operations of a portfolio of communities owned or operated by Burbank Housing Development Corporation and/or any independent third-party contracts. The Regional Property Manager interprets and implements management procedures based on the approved Management Plan for each community and relevant governmental regulations. The Regional Manager provides comprehensive supervision of on-site staff.
Specific Duties and Responsibilities:
The following reflects Burbank’s definition of essential functions for this job but does not restrict the tasks that may be assigned.
- Physical Site Management
The primary duty of the Regional Manager is to ensure that each property in his or her portfolio is operating to the best of its ability.
- Vacant units are to be filled in a timely fashion. Any chronic vacancy issues will be dealt with aggressively using all approved marketing strategies.
- Comprehensive site visits will be conducted monthly to ensure that the residential management and maintenance staff are following established company policies and procedures.
- Tenant issues shall be resolved with the assistance of the Resident Manager and, if needed, by main office staff.
- Capital improvements will be coordinated with the Director of Property Management, Asset Management and the Maintenance Department.
- The Regional Manager must remain aware of reserve balances and restrictions in order to make informed decisions regarding the physical needs of each site.
- Financial & Accounting
- Review each property’s financial statement and address any items that are beyond budget guidelines.
- Review projected rent increases with the Director of Property Management prior to implementation and review and approve accounts payable and portfolio payroll to ensure that expenditures are within specified budgetary guidelines.
- Prepare and submit Annual Budgets to appropriate agencies within specified time frames and must read and interpret audit reports and respond to outside agencies when requested.
- Compliance & Reporting
- The Regional Manager must be familiar with each property’s regulatory agreements, commitment letters, proformas, etc.
- Responsible for ensuring that all individuals accepted for tenancy are eligible through the review and approval of new move-in file process.
- Work with the Compliance Team to supply requested information required for the preparation of regular, periodic reports.
- Ensure property inspections are completed timely and satisfactorily.
- Ensures Resident Managers provide accurate and timely documentation and information to the Accounting, Asset Management and Compliance Departments.
- Ensures properties re-certifications are completed accurately and timely.
- The Regional Manager must conduct business in accordance with Federal Fair Housing Law.
- Personnel
- The Regional Manager will maintain a professional and respectful relationship with on-site residential management, maintenance, and office staff.
- In conjunction with the Human Resources Department, The Regional Manager shall hire, train, supervise, coach, mentor, conduct performance evaluations and, where indicated, terminate the employment of those directly supervised in accordance with company policies.
- Diligence must be exercised in ensuring that site-staff are adequately trained and are fulfilling job duties.
Qualifications
Required Experience and Skills:
Education and Experience:
- Bachelor’s degree in business management, real estate, or a related field is required.
- A minimum of four years of work experience in property management
- A combination of work experience and college work may be acceptable.
- Certifications for Tax Credit, HUD, or USDA affordable programs are required.
Required Skills/Abilities
- The nature of this position requires the candidate to possess thorough and comprehensive knowledge of subsidized property management.
- In addition to being an effective manager, the ideal candidate should possess global thinking skills and remain sensitive to the needs of the people we serve.
- A successful Regional Manager will have hands-on experience in affordable housing management.
- Ability to work cooperatively and effectively with a diverse group of people (partners, vendors, residents, and employees). Great customer service mindset.

- Excellent verbal and written communication skills. Ability to write business correspondence and effectively present information; ability to professionally respond to questions from groups or individuals.

- Working knowledge of Yardi Voyager (property management software) is a plus.

Management Skills:
- This is a highly responsible position demanding effective management techniques for diverse employees, residents, and situations. The Regional Property Manager must be assertive, cooperative, and a team player.
- The Regional Manager must have a minimum of two years of direct supervisory experience including hiring, training, coaching, mentoring, developing, guiding & directing, and disciplining team members. It is the responsibility of the Regional Manager to ensure his team members have the training and tools needed to successfully perform their jobs.
Language Skills: Ability to read, interpret, and analyze written budgets and financial documents, government regulations, professional journals, technical procedures, and refinancing application applications. Ability to effectively present information and respond to questions from groups or individuals.
Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, decimals, percentages and ratios. Ability to interpret and create spreadsheets using Excel. Ability to readily make use of all mathematical skills needed to do the job.
Reasoning Abilities: Ability to interpret contracts, budgets, government regulations and professional journals. Ability to collect data, establish facts, and draw valid conclusions.
Other Skills and Abilities:
- Possession of a valid California Driver’s License, a good driving record, and automobile insurance per requirements of the State of California.
- Ability to work with individuals and/or groups as a representative of Burbank Housing, both in public and private arenas. Contacts may include public agency officials, housing development professionals, representatives of the business and financial community and community-based groups.
- Must be self-motivated and demonstrate initiative.

Work Environment:
The noise level in the work environment is usually moderate.
Position type and work schedule:
This is a full-time position. The work schedule is Monday-Friday, from 8:30am – 5pm, with ½ hour meal period. This is an in-house position; however, the Regional Property Manager is expected to visit properties often. A hybrid schedule could be considered based on the needs of the department; individual requests will be reviewed and evaluated by the director of the department and the Director of HR.
Salary : $85,000 - $90,000
