The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience researching legal authorities to develop service-related contracts, participating in contract negotiations, maintaining reference materials and project files relevant to contracts. You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience developing contracts for water related services, participating in contract negotiations, and reviewing contracts for legal and policy compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:
Full performance duties of this position are:- Developing water-related contracts for Missouri Basin Arkansas/Rio-Grande Texas Region to include water service, repayment, Safety of Dams, transfer of operation, maintenance and replacements, extraordinary maintenance and replacement and project use power contracts.
- Work with field personnel, Regional Division heads, Department officials, individual irrigation users, advocacy groups, attorneys, Regional Solicitor, state agencies, irrigation districts, municipal and rural water district official, heads of private companies and corporations, industrial users, conservation officials and the general public.
- Determines repayment ability in order to recommend repayment arrangement.
- Participate in contract negotiations.
- Analyze incoming requests and existing contracts, perform rate reviews and determine legal constraints in order to recommend approval or disapproval to new and amendatory contracts.
