Responsible for supervising the overall operation of a program, including multiple projects for one client, and implementing a clear line of communication between sales and technical operations. In addition, the Program Manager serves as a consultative resource for all existing and potential clients and may participate in presentations as required. This role is responsible for budget management, cost management, scope management, risk, change management, and issue management for each assigned project and/or program. The Program Manager will mentor and train team members.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for program contribution to business profit and loss center.
- Responsible for the workflow of the zoning/survey team and to determine when part time as needed employees and outside vendors or additional resources are needed to handle workload.
- Understands the issues related to real estate transactions as it relates to zoning and land surveys.
- Extensive knowledge of ALTA Surveys and Commercial Real Estate Due Diligence.
- Delegate tasks and responsibilities to personnel within survey/zoning teams and can work with Director of Expanded to integrate workflows with other expanded services.
- Can serve as a consultant resource for clients and the sales team when needed, in lieu of Project Managers when needed.
- Managing and mentoring multiple Project Managers. In charge of the overall direction, completion, and financial outcome of active client accounts related to specific program.
- Attend sales meetings, sales calls, trade shows, and client meetings as needed.
- Provides regular weekly/monthly/quarterly reports on program performance, profitability, and tracking/progress to program goals.
- Ensures post-delivery revisions adhere to contractual scope and mitigate client requests to avoid scope creep.
- Supports sales team in responding to client proposals and developing cost estimates.
- Manages projects within program on a regional basis to ensure overall client satisfaction, quality production and financial performance.
- Must dictate to the team the program’s standards and procedures.
- Serves as the main point-of-contact with client during the execution of projects and programs. Prepares progress reports to share with client. Assures client satisfaction and goals are met through timely responsiveness and feedback. Attends meetings with Sales team and client.
- Facilitates communication across work streams and projects to minimize disruption to the organization of program/project implementation.
- Responsible for managing programs within budget and on-time, while providing high client satisfaction. This includes managing budget, potential risk, client communication, change orders, and report delivery.
- Manages field staff and staff’s schedule.
- Involved in developing new service offerings.
- Creates and develops report templates.
- Responsible for proposal development of client and project specific scopes of work.
- Directly interfaces with sales staff to assure client expectations are being met. Serves as an available consultative resource for clients and may participate in sales calls or presentations.
- Performs technical reviews of deliverables for technical accuracy, client expectations, compliance of scope and consistency.
- Reviews and evaluates work progress, identifies problems, and provides technical direction and guidance to assigned staff.
- Acts as technical lead, providing guidance and technical direction for field staff.
- Supports the department’s recruiting activities through resume review, phone screens, interviews, and selection of candidates for field staff roles.
- Complies with federal, state, and local legal requirements by studying new and existing legislation, anticipating future legislation, enforcing adherence to requirements, and advising management on necessary action.
- Protects operations by keeping company information confidential.
- Delivers outstanding customer service through timely response and proactive solutions to clients’ needs.
- Demonstrates BV’s guiding principles in support of the company's strategic goals.
- Follows all documented policies, Standard Operating Procedures, and Work Instructions applicable to the position and support of BV's quality standards and strategic initiatives.

Education and/or Experience:
- Bachelor's degree (B.A. or B.S.) from four-year college or university in related field; minimum of five to seven years of related experience. In lieu of degree, eight to ten years of related experience and/or training, or equivalent combination of education and experience.
Certificates, Licenses, Registrations:
- Professional Land Surveyor (PLS) preferred.
Language Ability: Ability to write reports, business correspondence, and standard operating procedures. Ability to effectively present information and respond to questions from clients, peers, and technical field staff.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables.
Technology Skills: To perform this job successfully, an individual must be proficient in operating a computer, having knowledge of word processing software, spreadsheet software, and project management software. To perform this job successfully, an individual must be able to operate an electronic tablet in the field for live data collection.
