Hiring Range, Education and Experience:

  • Planner I: $55,221- $66,266- bachelor’s degree in environmental science, Land Management, Engineering, Planning or Public Administration , or another related field or a
  • Combination of education and experience to complete the functions of the job.
  • Planner II: $62,047 - $74,456- bachelor’s degree in environmental science, Land Management, Engineering, Planning or Public Administration , or
  • At least three (3) to five (5) years of experience as a professional planner or a similar position in a related field or a commensurate combination of education and experience to complete the functions of the job.
  • Planner III: $65,770-$78,924- bachelor’s degree in environmental science, Land Management, Engineering, Planning or Public Administration , or
  • At least five (5) to seven (7) years of experience as a professional planner or a similar position in a related field or a commensurate combination of education and experience to complete the functions of the job.

GENERAL STATEMENT OF DUTIES:

The planner organizes and facilitates the review and approval of development projects as part of current planning and includes research and best practices for long-range planning topics, text amendments to the zoning code and the county’s comprehensive plan. This new hire will also coordinate reports and presentations before various boards as needed. This is generally a 40-hour workweek position.

DUTIES AND RESPONSIBILITIES:

To successfully perform this position, an individual must be able to perform the following:

  • Research, studies, and analyzes land use planning for Burke County; enforces Burke County ordinances as they relates to land use planning
  • Prepares and presents a variety of technical reports, including maps, to Burke County boards
  • Investigates and inspects land record information and reviews subdivision plats as it relates to the subdivision review and approval process
  • Reviews and approves site development plans for residential, commercial and industrial land development projects by coordinating site plan review team and ensuring zoning ordinance standards are met
  • Administers, enforces, and permits development projects in accordance with Burke County ordinances
  • Interact with and assist the general public and developers via telephone, email, or in person to provide support, information, and assistance with land use projects and land use-related topics
  • Conduct site inspections reviewing the site for compliance with Burke County ordinances
  • Prepares and maintains records of work performed for the Community Development Department
  • Assists the Community Development Department operations day-to-day by reviewing Burke County ordinances, policies, and procedures, scheduling, and preparing reports and presentations.
  • Serves as the Community Development Department's representative for local committees as assigned, which may include the Metropolitan Planning Organization, emergency management or other community boards
  • May be assigned the duties of the Floodplain Manager or Zoning Official.
  • May coordinate special projects such as, but not limited to housing specialist, or long-range planner.
  • Performs other duties as required or assigned.

SPECIAL REQUIREMENTS (UPON HIRE, UNLESS OTHERWISE INDICATED):

  • Valid North Carolina Driver's License
  • Optional certifications with AICP or NCAZO preferred

PHYSICAL REQUIREMENTS, WORKING CONDITIONS, AND OCCUPATIONAL EXPOSURES:

  • Standard vision requirements, with or without corrective lenses
  • Occasionally lifts up to twenty-five (25) pounds
  • Occasionally spends time standing, walking, and using hands or finger to handle, feel, type, or text
  • Routinely spends time speaking or hearing
  • Frequently spends time sitting
  • Occasionally exposed to outdoor weather conditions
  • Occasional exposure to some disagreeable elements (i.e., dust, heat, fumes, cold, or noise)
  • Subjected to some mental effort and potential stressful situations during day-to-day operations

REQUIRED SKILLS/ABILITIES:

  • Proficient in spoken and written English
  • Ability to express and exchange ideas through verbal communications
  • Ability to recognize information at normal spoken word levels
  • Ability to prepare and analyze written or computer data
  • Ability to use measuring devices
  • Ability to operate and use systems, technologies, motor vehicles, and machines required to perform duties of this position
  • Demonstrates analytical, decision-making, and problem-solving skills
  • Ability to apply procedures, policies, and precedents
  • Strong verbal and written communication and interpersonal skills
  • Demonstrates organizational and time management skills
