Early Head Start Director Job Description
Under the supervision of the Executive Director, the Early Head Start Director is responsible for the overall administration, management, supervision ,and leadership of the Early Head Start Program in accordance with all Head Start Performance Standards and policies, federal, state, and local laws.
Specific Duties and Responsibilities
Essential Functions:
The following duties are representative for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Tasks and responsibilities will be in concurrence with implementing the Strategic Plan. Other duties may be required and assigned.
● Oversees, plans, implements, and coordinates Early Head Start Education, Disabilities, Family Services, Health Services, Parent, Family, and Community Engagement Components to maintain program compliance with Head Start Performance Standards and policies, federal, state, and local laws, and local grant goals and objectives. |
● Oversees and is ultimately responsible for the daily activities and operations of the Early Head Start program. ● Provides and/or secures training and technical assistance for all staff. ● Provides counsel, assists, and supports the Executive Director in areas of Early Head Start component planning and management. Reviews and assesses, with Executive Director, departmental activities and interrelationships with other departments. |
● Attends to and supervises children, in accordance with all policies and procedures, while children are in the care of other employees. Failure to comply with this would be considered child neglect and endangerment. ● Ensures that the reporting of any and all suspected cases of child abuse and neglect, as required by law, is done in the accordance with policies and procedures. |
● Leads the Early Head Start management team; develops, interprets, and implements policy; and prepares annual plan of action for approval by Executive Director, Policy Council, and Governing Body. |
● Responsible for all program planning, reporting, and documentation of the Early Head Start program, including reports uploaded in Head Start Enterprise System (HSES). ● Prepares and submits the Early Head Start grant funding applications. |
● Develops, implements, and reviews the entire fiscal budget of the Early Head Start program and ensures the program obtains and meets local in-kind match requirements for the program from families, professionals, and community members. ● Develops, administers, monitors, and oversees the Early Head Start budget line items and the Professional Development training budget. Reports to the Executive Director, Governing Body, and Policy Council regarding all budget deviations, causes and suggested solutions. ● Contributes to and participates in strategic planning, program self-assessment, and other efforts to improve program services and agency responsiveness to families; solicits community professionals to serve on the program assessment team. Assist in planning and implementing changes in the program. ● Conducts a complete Community Assessment every three years and an update during the intervening years. ● In conjunction with the Governing Body, staff, and Policy Council, leads planning meetings in which long and short term goals for improvement are established. ● Ensures that all Early Head Start activities follow and meet or exceed all federal Head Start Performance Standards. Builds, develops and maintains communication system and supervisory system with all departments that allows for regular assessment and refinement of all Head Start activities. ● In conjunction with the Family Services Coordinator, assures that the program serves the number of eligible children for which it is funded. ● Performs record keeping and internal and external reporting tasks in a timely and objective fashion. Prepares and submits accurate monthly, quarterly, and annual reports for Policy Council, Governing Body, and HSES. ● Oversees the facilities of the program; ensures building maintenance and upkeep of the site. ● Monitors the implementation of the responsibilities of employees through observation, monthly supervisory meetings, team meetings, and review of files and documentation. ● Makes recommendations for hiring, promotion, transfer, or termination of employees, complying with applicable laws, regulations, and BCPS policies and procedures and seeking parent input through Policy Council at a minimum. |
● Audits all files, claims, paperwork to ensure compliance with all Early Head Start Performance Standards and federal, state, and local regulations and guidelines. |
● Makes routine visits to each classroom and provides constructive feedback. |
● Promotes positive public relations, serves on committees to educate and advocate for Early Head Start families with the community at-large as well as local and state agencies. Secures and involves other agencies in distribution of child recruitment and enrollment information. Assists with the development of needed community resources to better serve low-income families. ● Works with other organizations in the community to foster collaboration as defined by Head Start. ● Engages parents in volunteering, community service, and other ways of contributing to program activities and services. ● Makes decisions and acts based on family support principles, theories, practices, and code of ethics. ● Performs other related duties as assigned. |
Education, Training, and/or Experience:
● Bachelor's degree in Business Administration, Personnel Management, Early Childhood Education, Communications, Organizational Development or related field plus five to eight years relevant work experience; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities. |
● Skilled in the use of computers for email, creation, and manipulation of databases, etc.. ● Demonstrated experience in a culturally diverse educational setting. ● Able to obtain CPR and First Aid Certification within 60 days of hiring |
Knowledge, Skills & Abilities:
Knowledge of organizational and department planning and operational procedures; budgeting and spending; policies and procedures; all relevant available public and private resources and services; the greater community & works to establish a genuine partnership between home and school; curriculum; software systems.

Ability to direct and administer the programs and services; establish objectives and procedures governing the performance of assigned activities; prepare correspondence, reports, forms, and evaluations using prescribed formants; travel locally, regionally, and nationally to attend to daily work demands, meetings, workshops, and conferences; exert physical effort in sedentary to light work involving routine stooping, kneeling, crouching, and reaching; respond to employee problems and concerns; protect self and others when dealing with irate persons/clients.
