Summary:
This position performs skilled work of a varied nature involving performing physical labor and operation of one or more types of motorized equipment in the repair, clearing and maintaining of State, County and local highways, roads and right-of-ways. Standard procedures are followed and work is inspected by the Highway Operations Manager or those designated by him to oversee such activities. Employees may be assigned to other duties.
Essential Functions of the Position:
- Safely and efficiently performs labor required to maintain highway corridors within the county as directed by the Highway Operations Manager.
- Operates multi-purpose equipment efficiently and safely including but not limited to plow/dump trucks, graders, tractors, front-end loaders, excavators, scrapers, and dozers in road maintenance.
- Operates and performs routine maintenance on plow trucks with sophisticated snow and ice removal features.
- Conducts patching and sealing of road and bridge surface defects.
- Inspects, cleans, and maintains culverts and other water control features including removal of beaver dams and debris.
- Operate and maintain various tools used in normal highway and road maintenance.
- Flag and otherwise direct traffic in construction and repair zones.
- Cut and otherwise remove and/or control roadside vegetation.
- Monitor highways, roads and right of ways and report problem areas to supervisors.
- Perform routine cleaning and maintenance of vehicles and equipment.
- Maintains an effective work relationship with employees, DOT officials, governmental officials, supervisor, and subordinates.
- Understand, promote, execute and adhere to the department’s safety program.
- Accurately document daily time and attendance, equipment usage, and material usage.
- Perform other duties as apparent or assigned.
Qualification Requirements:

Education and/or Experience:
High School graduate or equivalent with a working knowledge of highway maintenance procedures and experience operating heavy equipment. A valid Wisconsin driver’s license and Class A or B Commercial Driver’s License (CDL).
Other Knowledge, Skills and Abilities:
- Basic skills in the operation of heavy construction equipment, construction means and methods, basic surveying techniques, snow and ice removal operations, traffic control measures, and erosion control best management practices.
- Must be able to operate in a safe and efficient manner a variety of hand tools including but not limited to hammers, wrenches, chainsaws, saws, sanders, shovel, brooms and routers.
- Knowledge of hazards and the safety precautions related to street and highway maintenance and construction.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information.
- Ability to communicate and interact with individuals from diverse socio-economic and cultural backgrounds.
- Ability to work in extreme weather and in unpleasant conditions.
- Knowledge of and willingness to follow all safety rules and procedures.
- Ability to prepare and maintain accurate and complete records and reports.
- Ability to work unusual hours for plowing snow and clearing ice as well as responding to cleanup efforts associated with summer storms on short notice.
Physical Demands:
Physical demands of this position vary from day to day and are highly dependent on the particular function being fulfilled on that day. As defined by the US Department of Labor the work would be classified as “Medium”.
- Ability to exert 20 to 50 pounds on an occasional basis and 10 to 25 pounds frequently, or an amount greater than negligible and up to 10 pounds constantly,
- Ability to lift, carry, push, pull, climb, balance, stoop, bend/twist, reach, crouch, crawl, and kneel when needed,
- Ability to stand for prolonged periods of time in any weather condition while performing oversight on projects.
Work Environment:
The employee may work near moving mechanical parts, precarious places, and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. This exposure may cause some discomfort and presents a risk of injury. The noise level in the work environment is occasionally moderate.
