POLICE SERGEANT

DEPARTMENT: Police Department REPORTS TO: Police Chief

CLASSIFIED: Regular POSITION STATUS: Non-Exempt

HOURS: Full Time – Shift Schedule SALARY: $69,126-$80,022 incentives

Relocation expense reimbursement available BENEFITS: Full

GENERAL DESCRIPTION:

The Police Sergeant is a police professional in a three-level system. Sergeants report directly to the Police Chief. Sergeants directly plan, schedule, and supervise patrol officers and non-sworn staff. May conduct internal investigations, handle citizen complaints, and assist with training and evaluation of employees. May act as the Public Information Officer when needed. May perform other administrative functions as necessary. The Police Sergeant will perform the full range of supervisory duties including directing work, training and coaching, performance evaluations, and recommend discipline. May perform other duties as assigned by the Police Chief. May be required to work a full variety of shifts.

SUPERVISION:

Works under the general supervision of the Police Chief.

Direct supervision of line staff, to include patrol officers and non-sworn staff

DUTIES AND RESPONSIBILITIES: ESSENTIAL CLASS DUTIES:

These duties are a representative sample; position assignments may vary.

  • Must be able to abide by the Law Enforcement Code of Ethics.
  • Ensures compliance with and follows all safety rules and procedures.
  • Regular attendance and ability to work assigned hours is a requirement of this position.
  • Performs emergency incident management as necessary and participates in incident preplanning.
  • Coordinates administrative and operational support assignments, monitors effectiveness and may perform the duties of a police officer, responding to in progress calls or assisting patrol officers with their duties, depending on assignment.
  • Supervise and mentor departmental staff as assigned, including coordinating and directing work flow, making work assignments, and training; making disciplinary and hiring recommendations; and conducting performance evaluation.
  • Attend public meetings, present to Council and community groups, and serves as a department liaison with community groups, other city departments, emergency service agencies, as needed and assigned by the Chief of Police.
  • Perform customer service for inquiries and complaints; coordinates special events as assigned; acts in the absence of the Police Chief as assigned.
  • Assist with and write RFP/RFQ/Bids for assigned projects/grants, determine the tasks/equipment required, define criteria to evaluate bid responses, recommend decision, negotiate and write contracts, monitor activity of contracted employees and provides progress reports to Chief.
  • Solve problems by investigating new technologies and/or new solutions, evaluate and recommend solutions and assures implementation of the solution.
  • Provide input for modifications to the municipal code and assures correct implementation of new codes.
  • Performs any or all functions of a police officer or code enforcement officer.
  • Performs other duties of a similar nature or level
  • Operation of a motor vehicle and maintaining a clean driving record is a requirement of this position.

POSITION REQUIREMENTS:

Education and Experience:

An Associate Degree is preferred, but not required. Five (5) years of certified law enforcement experience. Two (2) years of supervisory experience as a Police Corporal or Officer in Charge (OIC) is preferred; or an equivalent combination of education and experience which demonstrates the knowledge, skills, and abilities to perform the above duties and at least two years of full-time supervisory experience in another career field.

Licensing Requirements:

  • Oregon Driver’s License – Class C
  • Oregon Police Officer Certificate (obtainable if out of state)
  • Law Enforcement Data System Certificate within 60 days of assignment
  • Oregon DPSST Police Supervisory Certificate required within 2 years of appointment
  • Intermediate or higher DPSST Police Certification preferred

KNOWLEDGE of:

  • Conflict resolution;
  • Labor relations and employment laws;
  • Emergency incident command (ICS);
  • Risk management and safety protocols;
  • Police patrol procedures, and operational techniques;
  • Supervision/Management/Leadership theories, principles, and practices;
  • Effective and efficient public relations and conflict resolution;
  • Personnel policies and procedures and labor contract provisions;
  • Personal computers and related software programs;
  • Applicable City policies and ordinances; and,
  • Applicable Federal, State, and local laws, rules and regulations

SKILLS:

Skill in:

  • Supervision of staff;
  • Interview/interrogation techniques;
  • Crime Scene security and processing;
  • Use of investigative equipment and proficiency with firearms;
  • Defensive tactics/survival skills for patrol;
  • Use of a computer and related software applications such as word processing, Excel, and PowerPoint;
  • Public speaking, media relations and presentations;
  • Research for completion of projects, municipal code modifications, and RFP/RFQ/Bid packages
  • Project and budget management practices;
  • Reading, revising and interpreting policies and procedures;
  • Problem analysis and solution by applying critical thinking methods and ability to prioritize tasks in high stress situations;
  • Instruct classes, develop and leading training activities;
  • Provide positive, effective leadership and supervision to staff;
  • Maintaining confidentiality;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

  • The position requires mobility and the ability to operate a motorized vehicle. * Duties involve moving materials weighing up to 20 pounds on a regular basis. Equipment worn typically weighs in excess of 30 pounds.
  • Manual dexterity and coordination are required less than 50% of the work period while operating equipment such as computer keyboards, motorized vehicles, firearms, etc.
  • Position may be required to deal with violent and combative individuals requiring considerable physical effort.
  • Encouraged to lead by example by ability to attain and maintain DPSST standards for physical strength, agility and flexibility as indicated by completion of ORPAT.
