Position Summary : Under the direction of the Supervisor, the Appraiser I performs responsible technical work in measuring, classifying, gathering data, recording and sketching to scale real estate improvements to include residential, commercial, agricultural, and personal properties. The employee in this position is responsible for appraisal decisions such as, depreciation of quality of construction, statistical analysis in determining land values and neighborhood assignments as well as performing the validation of sales according to well-defined procedures, rules and guidelines. The Appraiser I is also involved with decisions of final value and will provide documentation and justification of value at various hearing levels. The employee must have knowledge of the computer system and how to integrate the analysis in the system for listing and valuation of residential properties.

Examples of Work (Essential Functions) :

  • Analyzes sales information to complete the formation of neighborhood groups and land values for residential properties to be used in modeling;
  • Conducts yearly review of agricultural land use;
  • Gathers and analyzes cost information to assist in the formation of a County Cost Index;
  • Identifies and locates real estate property from plats, maps, legal descriptions, personal computers, and tablets with various software programs and information;
  • Identifies and records construction type, material, quality of construction in a uniform matter (Quality);
  • Identifies and records depreciation, neighborhood locational factors that may affect value of real estate;
  • Performs exterior and interior inspections, measures and sketches to scale all types of real property for sales validation, new construction, and to remain in compliance with state statute;
  • Performs splits and combination of parcels in computer system;
  • Tracks new construction according to state statues;
  • Verifies sales data through interviews with property owners; maintains and updates hard copy and computer files;
  • Responds to and answers phones, assists taxpayers, citizens, banks, realtors, attorneys, lease holders with questions regarding appraised value, discovery process, exemptions, hearing process, appeals, penalties;
  • Analyzes facts in order to formulate estimates of values by the cost approach, market approach, and income approach for all types of properties, use statistical analysis;
  • Maintains accuracy level of data collected in the field for compliance with maintenance specifications outlined by the Property Valuation Division;
  • Sets up and runs queries for quality control, performs quality control checks of work performed by coworkers; performs audits of work internally and in the field;
  • Assists with scheduling of real estate hearings as well coordination and processing of necessary paperwork; conducts various hearing levels to support and defend all classes of real property;
  • Conducts field reviews and photograph of properties for accuracy;
  • Performs final review and quality control of values;
  • Records assets of properties following set procedure and policy;
  • Attends courses annually to maintain knowledge and education;
  • Performs other duties as deemed necessary or as required.

Certificate, License : Valid driver's license. IAAO I and / or its equivalent.

Required Education and / or Experience : Six months to twelve months related experience, High School Diploma or G.E.D. and / or training; or equivalent combination of education and experience. Employee is expected to have acquired the necessary information and skills to perform the job reasonably on hire. Successfully completed IAAO I and / or its equivalent together with 60 hours of specialized appraisal courses sponsored by Property Valuation Department.

Preferred Education and / or Experience : One year related experience, High School Diploma or G.E.D.; or equivalent combination of education and experience.

Abilities, Knowledge, Skills :

  • Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form;
  • Ability to apply concepts of basic algebra and geometry;
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume;
  • Ability to deal with problems involving several concrete variables in standardized situations;
  • Ability to express or exchange ideas by means of communications, convey and receive detailed or important instructions and information to and from the general public;
  • Ability to follow oral and written directions;
  • Ability to read and interpret documents such as State of Kansas guidelines, regulations, and applicable statutes, operating and maintenance instructions, and procedure manuals;
  • Ability to reliably and predictably carry out duties;
  • Ability to speak effectively before groups of customers or employees of an organization;
  • Ability to use computer equipment is essential;
  • Ability to write legibly;
  • Ability to write routine reports and correspondence;
  • Knowledge of construction material;
  • Knowledge of federal, state and local laws and regulations governing appraisal for ad valorem tax purposes;
  • Knowledge of principles and processes for providing customer and personal services;
  • Problem Solving : Problem solving exists in this position. Decisions include interpreting laws and dealing with citizen concerns and complaints.

    Decision Making : Frequent decision making exists in this position. Duties follow prescribed policies and procedures and decisions are subject to review by supervisory personnel. This employee must make decisions on the grade and quality of construction and the condition desirability and utility of real property.

    Accountability : This employee is responsible for the safe and efficient operation of departmental equipment. Employee is not responsible for budgetary control of the department, and does not participate in the annual department budget process. Position is required to hold hearings, defend values and meeting statutory deadlines

    Supervision : Requires limited supervision after training is provided. Job related decisions are occasionally reviewed by supervisory personnel. Employee does not have supervisory responsibilities over subordinate personnel.

    Personal Relationships : Frequent contact with other county departments and the general public. Must consistently demonstrate a professional and courteous mannerism when dealing with property owners or their representatives. Must have knowledge in dealing with irate and threatening behavior. Proper attire is required.

    While performing the duties of this position, the employee is exposed less than one third of the time to conditions such moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals and outside weather conditions. The noise level in the work environment is usually moderate. The work environment may involve dealing with upset customers. This employee is required to work in close proximity to animals at times and is often required to work on and around premises that are unkempt.
