Position Summary : Under the supervision of the Butler County GIS Director, the GIS Analyst is a non-exempt position under FLSA. The primary goal of this position is to assist in the creation and timely updating of the County’s Geographic Information System. The position is responsible for the current upkeep of the GIS data in the county in ESRI ArcGIS 10 , Enterprise, PRO, ArcMap, Catalog and Model Builder. This position processes information as it relates to spatial analysis for decision-making or reporting. Work is carried out following prescribed laws, policies, rules and procedures with some independence and is reviewed for accuracy by the GIS Director.

Examples of Work (Essential Functions) :

  • Produces and maintains various types of digital maps, databases such as roads, property, legal boundaries, addresses, flood plain, planning and zoning;
  • Perform advanced editing on Enterprise GIS data, SQL, GDB, shapefiles, etc;
  • Provide quality control for GIS data
  • Oversee Enterprise, Portal and ArcGIS Online administration
  • Assigns rural situs addresses as required verifying the accuracy based on location / distances and for keeping all databases and systems up-to-date;
  • Assists in the importation of CAD / GIS data to be used in creating splits and combinations and updates on maps as indicated by deeds, subdivision, etc. to comply with state specifications;
  • Assists in the design, implementation, and maintenance of GIS databases using SQL Server, ArcGIS Server, ArcGIS for Desktop Advanced and ArcGIS PRO;
  • Performs spatial analysis of geographic data such as crime, bussing, building permitting, assessment;
  • Performs conversion of existing maps to GIS;
  • Develops and maintains topology through use of ArcGIS for Desktop Advance COGO tools and ArcGIS PRO;
  • Utilizes python and ArcGIS ModelBuilder to develop customized GIS applications and user interfaces, to increase productivity and decision-making;
  • Generates reports to assist in decision making and evaluation of alternatives;
  • Improves maps and supports business processes;
  • Updates GPS data collected in the field;
  • Trains other county employees to utilize GIS technology in their daily jobs;
  • Maintains county records updated in files and on computer;
  • Maintains metadata and a record of all changes made to maps;
  • Responsible for assisting other county offices and the general public with internal and external GIS applications;
  • Creates hardcopy maps for Butler County Departments and the public;
  • Provides information through the use of a FTP site, Google drive, etc. as necessary;
  • Ensures positive public relations with the public and other county employees;
  • Maintains Standard Operating Procedure (SOP) for position to ensure consistency and long-term sustainability;
  • Provides review of proposed subdivision street names and addresses;
  • Develop, update, and maintain web maps, apps and hubs
  • Web design with Arcade Expressions and Python
  • Manage GIS projects from beginning to completion
  • Perform analysis on current GIS workflows and offer alternatives to make workflow more streamlined. Develop scripts to assist in automated workflows
  • Performs other duties as deemed necessary or as required.
  • Examples of Work (Marginal Functions) :

  • Assumes the duties of Office Manager in the absence of the GIS Director;
  • Reads, analyzes and researches legal descriptions for proper ownership;
  • Researches title chains, ownership, easements as needed;
  • Determines acreage or square footage of land parcels;
  • Assists the general public and other county offices with property ownership inquiries;
  • Performs quality control of deeds and assists in timely update of property ownership;
  • Performs filing and other miscellaneous office duties;
  • Answers the telephone;
  • Greets and assists the walk-in general public;
  • Prepares reports;
  • Performs faxing, emailing and mailing of requested documents to the general public or other entities.
  • Certificate, License : Valid driver's license.

    Required Education and / or Experience : Four years related experience, High School Diploma or G.E.D.; or a Bachelor’s degree from a college or university; or an equivalent combination of education and experience. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after six months in the position. Degree in geography, computer technology, engineering or closely related field or extensive experience and training of the ESRI ArcGIS 10 Suite of products.

    Preferred Education and / or Experience : Five years related experience, High School Diploma or G.E.D.; or a Bachelor’s degree from a college or university and one year of experience; or equivalent combination of education and experience.

    Abilities, Knowledge, Skills :

  • Practical knowledge of ESRI software modules to include ArcGIS Desktop (PRO, ArcMap, ArcCatalog, Arc Tools, Model Builder), ArcGIS Server Enterprise, enterprise databases, ESRI mobile technology, and associated application of the technology in a production environment;
  • Basic understanding of networking, client-server computing concepts, database design concepts;
  • Knowledge of project management techniques and their application in a technical environment;
  • Working knowledge of SQL for use in GIS applications
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form;
  • Ability to learning new skills, adapting to new technologies, and implementing new methodologies;
  • Ability to prioritize, plan and organize activities and develop realistic action plans and schedules;
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
  • Ability to read maps, interpret legal descriptions, and interpret legal documents (ordinances, road records, and court records) as well as working knowledge of modelbuilder and python scripting;
  • Ability to reliably and predictably carry out duties;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to speak effectively before groups of customers or employees of an organization;
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry;
  • Ability to write routine reports and correspondence;
  • Knowledge and understanding of the ESRI ArcGIS 10 Suite of products;
  • Knowledge of state mapping specifications, mapping techniques, abstracting, and drafting preferred;
  • Skill in oral and written communication;
  • Skills operating technical computer systems and software;
  • Problem Solving : Problems include determining proper placement of ownership lines and acreage calculations as well as design and implement mapping solutions using ESRI’s ArcGIS suite for internal and external use. Must be able to interpret and follow state and county guidelines. The work also involves tasks that require special knowledge regarding GIS software, GIS principles, GIS and cartography techniques and rules to include data conversion.

    Decision Making : Decisions regarding what needs to be accomplished and how to achieve it includes the assessment of different circumstances, variations in approach, utilization of new software and techniques, and incomplete or conflicting data. Decisions are largely non-routine and different options and software must be considered and an independent decision made to successfully complete the project.

    Accountability : Employee is not responsible for budgetary control of the department and does not participate in the annual department budget process.

    Supervision : Limited supervision is required and the GIS Director occasionally reviews job assignments. Employee may have supervisory responsibility and provide direction and quality control over subordinate personnel.

    Personal Relationships : This position requires frequent and significant interaction, collaboration and communication with other city, county departments, surveyors, title companies and lawyers.
