Position Summary: Under the supervision of the Assistant Director of Public Works, the Road Supervisor oversees and directs the day to day operations of the maintenance of roadways, bridges and shop area. The employee in this position is responsible for supervising the foreman and crews, coordinating division activities. The Road Supervisor assists in the long and short term planning of work to be performed. The person in this position is available for call-out 24 hours per day, 7 days per week or makes substitutions for such call-out when not available.


Examples of Work (Essential Functions)
:

  • Schedules, plans, coordinates day-to-day assignments and operations of crews, making sure that supplies and materials necessary to perform the project are on hand and delivered to the job sites;
  • Prioritizes the jobs to be performed on a daily, weekly, monthly basis;
  • Directs and oversees activities of road and bridge work crews, inspects conditions and progress toward project completion; works with foreman and Assistant Director to resolve problems as they arise;
  • Implements and enforces safety programs;
  • Works with mechanics to identify equipment replacement, work on equipment specifications;
  • Plans and carries out short term and long term work plans;
  • Coordinates activities on snow and ice removal, sign work, bridge replacement and road maintenance;
  • Enforces and maintains compliance with all Federal, State, and local laws and ordinances;
  • Oversees the preparation and maintenance of records, reports, timesheets;
  • Oversees rock hauling and asphalt laying;
  • Oversees the maintenance of equipment;
  • Oversees the placement of traffic devices and signs;
  • Purchase materials for road and bridge work, mechanics and sign crews, sewer crews;
  • Responds to and investigates complaints and request of the public;
  • Works with landowners to install entrance culverts;
  • Develops and administers department policies and procedures;
  • Fields questions, concerns, and complaints from the public
  • Coordinates department activities with various governmental and outside agencies and other County departments;
  • Monitors performance, productivity, and compliance of subordinates with departmental missions, goals, objectives, policies, and procedures to ensure all work meets the required expectations;
  • Applies departmental and County policies in a consistent manner;
  • Investigates accidents, arranges for medical care, arranges for drug and alcohol testing;
  • Makes decisions in the field about work zone safety directing crews where and how to set out signs and cones to divert traffic, how and where to flag motorists to warn them of obstacles or repair work ahead, and makes sure sites adhere to work zone safety guidelines;
  • Determines whether roads, bridges need to be closed, provides advice on detours;
  • Works with mechanics, operators, Assistant Director to determine best course of action when equipment fails, or needs repairs;
  • Performs other duties as deemed necessary or as required.

Certificate, License: Valid driver's license. Commercial license, preferred. Subject to random drug and alcohol testing. Kansas County Road Scholar Program Certificate: Advanced Road Scholar – Supervisory Skills Program.

Required Education and/or Experience:
Three years related experience, High School Diploma or G.E.D.; or Associate’s degree and one year experience; or an equivalent combination of education and experience.
Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position. Road and bridge maintenance and heavy equipment operator experience.

Preferred Education and/or Experience
: Four years related experience, High School Diploma or G.E.D.; or a Bachelor’s degree from a college or university; or an equivalent combination of education and experience.


Abilities, Knowledge, Skills
:

  • Ability to operate dozer, grader, loader and other heavy and light construction and road maintenance equipment;
  • Ability to read and understand basic plan and drawings;
  • Ability to reliably and predictably carry out duties;
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
  • Ability to write routine reports and correspondence;
  • Ability to speak effectively before groups of customers or employees of an organization;
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume;
  • Ability to apply concepts of basic algebra and geometry;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form;
  • Ability to convey and receive detailed or important instructions and information to and from other workers and the general public;
  • Knowledge of Manual of Uniformed Traffic Control Devices;
  • Knowledge of road materials and equipment, equipment maintenance;
  • Knowledge of safety rules and procedures;
  • Knowledge of the materials, methods and practices required for the construction and maintenance of roads and bridges;
  • Skill in supervising and leadership.

Problem Solving
: Problem solving exists in this position. Problems include prioritizing work schedules and handling personnel matters.

Decision Making
: Decision making exists in this position. Decisions include determining proper course of action to take when a major piece of machinery breaks down.

Accountability
: Employee is responsible for budgetary control of an area within the division and participates in the annual department budget process.

Supervision
: Limited supervision is proved and job related decisions are reviewed by the Assistant Director of Public Works. Employee has supervisory responsibility over subordinate personnel. Is responsible for the overall direction, coordination, and evaluation of a department or function. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Personal Relationships
: Occasional contact with other county departments, KDOT and contractors and continual contact with the general public, cities and townships.

While performing the duties of this position, the employee is exposed more than two thirds of the time to conditions such moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals and outside weather conditions. The employee may also be exposed to high, precarious places, and vibration. The employee may also be exposed to risk of electrical shock. The noise level in the work environment is usually loud. This position may be called out 24 hours a day or rotate being on call, including weekends and holidays.
