Job Summary/Overall Objectives
The Director of Facilities plans, coordinates and directs all functions and all activities related to plant operations/engineering for Butler and Clarion Hospital. The Director is responsible for staff performance and the accomplishment of departmental responsibilities in accordance with corporate, hospital, department and safety policies and procedures to meet both company and regulatory requirements.
Essential Job Functions
- Accountable for and directs all aspects of facilities/engineering, space planning, and grounds for all Butler and Clarion Hospital. Analyzes and recommends the most quality and cost-effective approach to support these operations.
- Leads, supports, and participates in regulatory code compliance and accountability preparation activities related to the Environment of Care and Fire Life Safety chapters; represents Butler and Clarion Hospital during inspections by regulatory agencies.
- Assist in development of budgets and timelines for building capital projects facility repair work, special projects and equipment. Oversees the process of work orders, ordering of supplies for the purpose of ensuring jobs are completed efficiently on time, at/under budget, and meets the needs of BHS staff, patients, and visitors.
- Identifies and implements revenue enhancement opportunities.
- Equitably and consistently apply and practice policies and procedures fo all staff.
- This position has direct supervisory responsibilities such as hiring, coaching/mentoring, skills development, recognition and rewards, staff productivity, performance management and succession planning.
- Develop and manage department budget at or below budget expectations and consistent with adjusted volume variations.
- Maintenance Scope of Responsibility - Plan, organize, direct and control facility maintenance and operations for the hospital, adjacent properties and satellite offices. Typical buildings to include, but not limited to, Inpatient Hospitals, Medical Office Buildings, Diagnostic and Treatment Facilities, Outpatient Surgical Centers, Outpatient Physical Therapy Centers, Cancer treatment Centers, Residential Holdings, and Physician Offices
- Develop, implement and administer programs to maintain the physical plant, interior, grounds and equipment of hospital owned and leased properties.
- Ensure the reliable and effective operation of all utility systems. Monitor equipment, operations and energy consumption to minimize cost.
- Establish preventive maintenance programs, prioritize repair schedules and projects to minimize disruption to hospital operations.
- Identify deficiencies in building systems. Propose and implement solutions to rectify building system problems.
- Assist in the planning, design and integration of new construction projects into existing building mechanical and electrical systems.
- Ensure buildings and systems follow the latest edition of pertinent building codes governing occupancy as well as all PADOH requirements for EOC (life safety, utility management, social environment and facility related portions of miscellaneous section).
- Participate in negotiations for quality, supply and price of electricity and natural gas for all hospital properties.
- Participate in the strategic planning of hospital facilities.
- Develop annual facility improvement project lists, prioritize projects and recommend course of actions.
- Ensures compliance with all building codes and regulatory requirements.
- Assists VP of Support Services to perform cost/benefit analysis for all engineering and building issues and presents recommendations for approval.
- Submit timely variance reports that display knowledge of expenses and demonstrate continual plans to reduce variances; operate each year more effectively than one before.
- Promptly investigate and resolve Significant Occurrence Reports and incident reports as necessary.
- Practice and encourage staff readiness in compliance with agency regulations and guidelines.
- Assists Facilities Project Manager to develop and maintain building standards for architectural, mechanical and electrical product selections to optimize performance and cost effectiveness of construction materials and processes.
Competency and Experience [Knowledge, Skills and Abilities]
Required Qualifications/Experience
- Associate degree or certified degree within engineering or a construction trade
- Five years of experience in facility management
- Five years of supervisory/management experience
- Experience with mechanical, electrical, plumbing, and fire protection systems
- Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment, and knowledge of legal aspects and liability of nursing practice.
- Strong ability to communicate complex and/or controversial topics and concepts to a wide and diverse audience.
Preferred Qualifications/Experience
- Bachelor’s degree or higher in related facility field or engineering
- Ten years’ experience in [facility management].
- Experience in Healthcare setting.
- Working knowledge of applicable coded, state requirements and regulations related to operations in a health
care facility.
License, Certification & Clearances
- Certified Healthcare Engineering (CHE) or Certified Healthcare Facilities Manager (CHFM)preferred.
- Act 34-PA Criminal Record Check from the PA State Police system
