BVA Bears IT Solutions is seeking a Product Owner (PO). This is a full-time, remote role with travel to other Government or Contractor facilities as required. The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 6:00am hours and 6:00pm hours eastern time, Monday through Friday except for Government Holidays with the core hours (9am to 3pm) being covered.
As an Product Owner (PO) you will lead the Logistics IT Capability Modernization, Deployment, and Support (CMDS) using Agile methodologies. The Product Owner will be responsible for defining and prioritizing the product backlog, ensuring alignment with mission-critical Navy logistics IT modernization goals.

As a key member of the Agile delivery team, the Product Owner will bridge the gap between Navy stakeholders and development teams, ensuring that delivered features meet operational, cybersecurity, and sustainment requirements while driving innovation and efficiency within the Navy’s logistics ecosystem.
Duties and Responsibilities:
- Develop and maintain a well-defined Product Backlog, ensuring alignment with Navy logistics modernization objectives.
- Collaborate with the Scrum Master and Agile development teams to ensure smooth sprint execution.
- Prioritize user stories based on mission urgency, security compliance, and technical feasibility.
- Conduct backlog refinement sessions to define user stories with clear acceptance criteria.
- Support iterative Agile development cycles to ensure incremental, high-value delivery.
- Act as the primary liaison between the stakeholders, end-users, and development teams.
- Conduct requirement-gathering sessions to capture functional needs and operational challenges.
- Facilitate fit-gap analyses to determine modernization priorities for existing logistics systems.
- Ensure integration is considered during requirement definition.
- Oversee System Operational Verification Testing (SOVT) validation and User Acceptance Testing (UAT).
- Ensure all features are validated against cybersecurity and compliance requirements.
- Coordinate with DevSecOps engineers to ensure features pass CI/CD pipeline security checks.
- Work with the training team to develop system training guides
- Work closely with Security and Compliance teams
- Collaborate with Cybersecurity Engineers to integrate Zero Trust Architecture (ZTA) principles.
- Oversee backlog items related to network integration, hardware compatibility, and data migration.
- Validate that modernization efforts align with operational efficiency goals.
Basic Qualifications:
- 5 years of experience as a Product Owner, Business Analyst, or Agile Project Manager.
- Strong understanding of Scrum, SAFe Agile frameworks, and backlog management tools (JIRA, Azure DevOps, etc.).
- Experience with DoD IT modernization programs, preferably in Navy logistics, supply chain, or maintenance.
- Knowledge of DevSecOps, CI/CD pipelines, and cloud-based architectures.
- Eligible to obtain and maintain a DoD security clearance..
Preferred Qualifications:
- Certified Scrum Product Owner (CSPO) or SAFe Product Owner/Product Manager (POPM) certification.
- Background in IT service management (ITIL) and Agile-at-scale frameworks (SAFe, LeSS, or Nexus).
