Key Responsibilities Include:
- Liaison Between Client and Development Teams
- Serve as the primary point of contact for client, ensuring clear communication and alignment with state goals.
- Work closely with finance, IT, and compliance teams to translate business and regulatory needs into actionable product requirements.
- Facilitate regular meetings with client to gather feedback, refine requirements, and ensure project alignment.
- Backlog Management & Agile Execution
- Own and maintain the product backlog, ensuring that features, enhancements, and compliance requirements are properly prioritized.
- Collaborate with Scrum Masters, Business Analysts, and Developers to define and refine user stories, acceptance criteria, and technical dependencies.
- Participate in Agile ceremonies, including sprint planning, backlog grooming, and daily stand-ups.
- Make trade-off decisions based on financial, operational, and regulatory priorities.
- Financial & Compliance Alignment
- Ensure financial reporting and accounting workflows in Dynamics 365 align with GASB, Agency’s policies, and Client’s requirements.
- Work with Security & Compliance Analysts to maintain adherence to ITP-SEC000, accessibility standards (WCAG, Section 508), and data security policies.
- Validate that API integrations, document retention policies, and financial transactions comply with the Agency’s regulations.
- Stakeholder Engagement & User Adoption
- Partner with UI/UX Analysts and Training Leads to ensure that Dynamics 365 workflows are intuitive and meet end-user needs.
- Advocate for Client’s financial teams to ensure system enhancements align with accounting best practices and ease of use.
- Support User Acceptance Testing (UAT) by defining test cases, validating system functionality, and ensuring business needs are met before deployment.
- 5 years of experience in a Product Owner, Business Analyst, or similar role within ERP, financial systems, or enterprise software.
- Strong knowledge of Microsoft Dynamics 365 Finance & Operations and government financial reporting requirements (GASB, Agency policies, or similar regulatory environments).
- Experience working in Agile environments (Scrum, SAFe, Kanban) with backlog management in Azure DevOps, Jira, or similar tools.
- Proven ability to translate business needs into clear, detailed user stories and acceptance criteria.
- Experience with API integrations, data migration strategies, and cloud-based financial systems.
- Strong understanding of financial workflows, including general ledger, journal entries, and budget reconciliation.
- Excellent communication and stakeholder management skills, particularly in liaising with government agencies or regulated industries.
- Experience working with Commonwealth of Pennsylvania financial systems.
- Knowledge of accessibility compliance (WCAG, Section 508, ITP-ACC001) and security best practices (ITP-SEC000).
- Experience leading User Acceptance Testing (UAT) and end-user training.
- Agile Product Owner certification (CSPO, SAFe PO/PM) is a plus.
