Areas of Responsibility and Job Requirements:
Ensure compliance with all regulatory requirements for a mix of sites that include both Section 8 and LIHTC units.
Responsibilities include, but are not limited to:
- Ensures the department follows Section 8 and/or LIHTC program administration requirements.
- Formulates new policy and procedures in accordance with HUD releases and guidelines.
- Partners with the Development and Acquisition business unit on concerns related to HUD regulations and requirements.
- Ensures initial certifications process/procedure for HUD & LIHTC combo preservation deals are delivered on time and in compliance with HUD & LIHTC regulatory agency guidelines.
- Evaluates and re-structures the Specialist based on properties and unit count.
- Aids in interpreting requirements per regulatory agreements.
- Reviews Compliance Coordinators and on-site HUD Compliance Specialists work (i.e. – TICs prior to agency audits and responses).
- Responsible for the timely submission of “Annual Owners Certifications” to monitoring agencies.
- Reviews and ensures the timely completion of recertifications of on-site HUD Compliance Specialists monthly.
- Conducts random in-house audits of the files to check for readiness and accuracy.
- Primary point of contact for various investors, syndicators, and monitoring agencies audits and/or requests for HUD & LIHTC combo properties.
- Reviews and upload files for desk audits.
- Reviews lease charge discrepancies and provide analysis/corrective actions to Lease Renewal Manager and Accounting.
- Provides guidance to various departments within the organization regarding HUD.
- Conducts weekly and bi-weekly meeting held with team to ensure compliance with all day-to-day tasks.
- Works with the Yardi team to ensure the compliance functions are used and units are mapped correctly.
- Prepares HAP rent increases and contract renewals.
- Approves timesheets and paid time off request for the HUD Compliance Managers and on-site Compliance Specialists.
- Assist in reviewing on-site HUD Compliance Specialists and HUD Property Managers work (i.e. –50059, TIC & Leases) prior to agency audits and responses.
- Provide guidance to various departments within the organization.
- Assists in lease-ups in areas other than NYC
Minimum Education Requirements:
- Bachelor’s degree preferred, or at least 5 years of direct affordable property management recertification experience required
Minimum Years of Experience Required:
- 5 years’ experience in affordable housing that includes supervising staff of more than five
Additional Knowledge, Skills and Abilities:
- Proficiency in computer applications including Microsoft Office MS Excel, required
- Knowledge of Yardi Affordable is preferred
- Previous managerial experience is required
- Must be able to abstract and interpret site regulatory agreements
- Working knowledge of tenant-based housing subsidies
- Blended Section 8 and Tax Credit certification is required
- General understanding of property management operations as: Accounting (A/P and A/R), Leasing, and Marketing
- Strong understanding of ADA, Fair Housing, and Section 504 regulations
- Strong comprehension of EIV requirements (i.e. – have WASS ID, EIV security awareness, obtain EIV Reports, EIV Coordinator)
- Strong organizational skills with high attention to detail
- Must have excellent communication skills
- Bilingual, Spanish is a plus.

Salary : $90,000 - $115,000
