Summary
The Roadway Worker In Charge (RWIC), also referred to as an Employee In Charge (EIC) or
Railroad Flagman, ensures the safety of personnel and equipment working on or near active railroad
tracks. This role involves implementing and maintaining strict adherence to railroad safety protocols
and operating rules to protect workers, prevent disruptions to rail traffic, and safeguard the public.
Key responsibilities include coordinating with train crews, contractors, and railroad dispatch centers
to ensure seamless operations and compliance with federal, state, and railroad-specific regulations.
The RWIC is responsible for establishing safe work zones, communicating authority needs, and
maintaining situational awareness to anticipate and address potential hazards promptly.
This position requires excellent communication skills, a high level of accountability, and the ability
to work independently in various weather conditions. RWICs often travel extensively and may work
irregular hours, including nights and weekends, to support projects at different railroad locations.
Preferred Experiences:
- Strong understanding of the railroad safety rules and Roadway Worker Protection (RWP) standards
- Previous railroad or flagging experience preferred
- Ability to work in physically demanding environments and adapt to changing conditions

Essential Duties and Responsibilities:
- Act as the primary safety authority for people working near railroad tracks
- Communicate and coordinate with train dispatchers to secure track protection
- Enforce compliance with railroad safety rules, including the Roadway Worker Protection (RWP) regulations
- Monitor and manage train movements within designated work zones
- Conduct job briefings with workers to review safety protocols and operational plans
- Respond to emergencies and implement safety measures to mitigate risks
- Maintain accurate documentation of track protection activities and incident
