Organization Summary:

Community Care Cooperative (C3) is a 501(c)(3) non-profit multi-service organization governed by Federally Quality Health Centers (FQHCs). Our mission is to leverage the collective strengths of FQHCs to improve the health and wellness of the people we serve. We fulfill two primary business functions for the FQHCs we work with. First, we are an FQHC-led accountable care organization (ACO); second, we are a Management Services Organization (MSO) for FQHCs.

 

We are a fast-growing, dynamic organization developing new partnerships and programs to improve the health of members and communities, and to strengthen our health center partners. We have won “Best Places to Work” recognition from the Boston Globe for the last three consecutive years.

 

SCO and One Care Summary:

The Senior Care Options (SCO) and One Care programs are health plan programs for dually eligible (Medicare and Medicaid) individuals (“duals”) in Massachusetts. SCO serves eligible beneficiaries aged 65 , while One Care serves duals between ages 21-64. These programs are fully integrated dual-eligible special needs plans (FIDE-SNP) that integrate Medicare and Medicaid benefits, along with additional support for enrollees such as integrated care teams, care managers, social supports, etc. Massachusetts’ Medicaid agency recently conducted a procurement for health plans to offer products in these two programs, for a five-year term starting January 1, 2026. C3 submitted a bid and was selected in September 2024.

 

Job Summary:

The Data Analyst is a key member of the finance and analytics team working closely with the Analytics, Operations, IT, and other function areas. They will produce reports and analyses for C3’s SCO and One Care plans.

 

This role is responsible for monitoring and leveraging the plans’ data assets to deliver timely and accurate reports to external stakeholders and to support internal decision making aimed at improving plan performance and member outcomes. They will analyze and draw accurate conclusions from medical claims and other forms of data; present and discuss findings in writing and verbally to a senior leader audience; and, with limited direction, complete tasks and larger projects.

 

The Analyst must also have a customer-service mentality and work collaboratively with all internal departments and contracting entities to advance the vision, mission, and strategy of the organization.

Responsibilities:

  • Produce essential reports for regulators and contracting entities, including but not limited to financial summaries, claims and encounter details, fraud and waste monitoring, provider credentialing, and care coordination
  • Utilize data to articulate financial drivers and trends
  • Model financial impact of clinical, operational, or population health initiatives at an aggregate and individual health center level
  • Respond to and execute on requests from internal stakeholders for analyses that inform quality improvement and contract performance Elicitation of requirements and maintenance of code and documentation are essential components of this process
  • Monitor network adequacy by cleaning and processing provider files and identifying network gaps
  • Present findings to business owners, clearly articulating results in context and at the appropriate level for an executive audience
  • Develop and manage end-user reporting tools and report distribution to ensure timely availability of standard, ad hoc, and self-serve reporting with appropriate security and safeguards to protect PHI
  • Perform data validation and quality assurance on large data sets
  • Contribute to the analytics team’s activities as This may entail taking on ad hoc projects that support C3’s ACO contracts and assisting colleagues in completing their tasks
  • Contribute to the development of team and organization’s best practices on security, documentation, and coding standards
  • Other duties and projects as assigned

 

Required Skills:

  • Experience querying and manipulating large data sets using computational tools; some SQL or similar language required; experience in other tools like SAS, R, or Python is a plus
  • Ability to create a narrative using a variety of data sources to articulate financial impacts of clinical, operational and population health programs
  • Facility in drawing conclusions from messy data sets to support business objectives and presenting distilled findings to leadership
  • Proficient in the development of front-end reports and visual displays of information; Excel proficiency required; Tableau/Power BI/Qlik experience, or willingness to learn required
  • Ability to take initiative and exercise high degree of initiative, judgement, discretion and decision making to achieve objectives
  • Works well with others, understanding different perspectives and finding collaborative ways to the get the job done
  • Comfortable multi-tasking
  • Performs with great integrity and produces accurate work with close attention to detail, especially in the completion of final deliverables to internal and external stakeholders
  • Build new capabilities in a new organization; great initiative combined with the knowledge of when to ask for help or guidance
  • Ability to learn quickly: incorporate new analysis techniques, learn programming languages and technologies, scan and distill technical documentation (e.g. specifications from CMS)

 

Desired Other Skills:

  • Experience with medical claims and payment methodologies including MassHealth data (or other Medicaid and Medicare data sets)
  • Familiarity with dual eligible special needs populations and, in particular, SCO and One Care plans
  • Epic certification
  • Experience with anti-racism activities and/or lived experience with racism is highly preferred

 

Qualifications:

  • Bachelor’s degree required; graduate degree in business, economics, statistics, public health, or related fields strongly preferred
  • Two or more years of practical experience in health care or analytics is preferred
