C5T is seeking a Scrum Master-Lead Business Analyst to assume a key leadership position within a large team supporting mission-critical capabilities for our clients. This team is responsible for providing Software Development Lifecycle (SDLC) support, IT security, administration, and expertise for the Global Transportation Planning (GTP), Groups Operational Passenger (GOPAX), and Voyage Calculator (VC) systems. The primary customer for this program is the United States Transportation Command (USTRANSCOM), with headquarters located on Scott AFB.
The successful candidate will leverage their strong leadership and communication skills, along with extensive knowledge and experience in application design, development, and testing to support management of the team's efforts and provide the crucial link between customers and developers, ensuring that systems meet user needs and perform as required.
This position is onsite at Scott AFB, IL.
Responsibilities include, but are not limited to:
- Collaborate with customers and developers to analyze user requirements, procedures, and problems, design solutions, and refine and document user requirements.
- Facilitate beta testing and user acceptance testing (UAT) sessions to ensure acceptance criteria are met for each story.
- Plan and support demonstration of developed software functionality to the customer to validate that code meets required functional and technical requirements
- Provide customer interface to respond to and resolve operational problems with the systems, including problems in COTS software
- Participate in Tier II and Tier III Help Desk support, with occasional on-call duty required.
- Monitor current health, performance statistics, recent errors, full logs, and key metrics
- Use log collection, monitoring, and analysis to understand the relationship between network, infrastructure, servers, application framework, and user behavior to gain a comprehensive view across all activity, across all sources, servers, and locations
- Act on user system issue reports, document software issues, and submit software bug reports as required.
- Respond to requests for on-site assistance at Scott AFB and document actions taken to correct problems
- Provide support to annual exercises, including Continuity of Operations (COOP) and Intrusion Assessment / Incident Response exercises.
- Supports development team activities (daily scrum meetings, sprint planning, sprint reviews and retrospectives, etc.)
Qualifications:
- Education: Bachelor's degree, preferably in information technology, cybersecurity, data science, information systems, computer science, or another related field. Experience in lieu of education will be considered.
- Required Certifications: Cyber 101 or similar.
Experience:
- Minimum of 8 years of professional experience in surface, air and land movement of DoD cargo and passengers, including policies, processes and procedures for end-to-end (E2E) delivery of forces and sustainment to the warfighter.
- Current experience with GTP/GOPAX is highly desired
- Experience in an Agile/Scrum methodologies required
- Scrum Master experience /certification desired (e.g., SAFe, Scrum.org, etc.)
- Experience with software development in a DevSecOps environment desired
- Proficient with JIRA, Confluence, Gitlab
- Proficient with Microsoft 365 products including Word, Outlook, PowerPoint, Teams, and Excel

- Excellent verbal and written communication skills, with the ability to effectively communicate technical concepts to both technical and non-technical stakeholders.
- Highly organized, with strong attention to detail, and the ability to manage multiple projects simultaneously.
- Resourcefulness and problem-solving aptitude, with the ability to navigate and resolve complex challenges effectively
- Security Clearance: Must be eligible to obtain and maintain a Secret-level Security Clearance, granted by the U.S. government. U.S. citizenship is required for this position.
