What are the responsibilities and job description for the ASSOCIATE GOVERNMENTAL PROGRAM ANALYST position at CA High Speed Rail Authority?
Under direction of the High-Speed Rail Authority’s (Authority) Staff Services Manager I (Payroll and Benefits Manager), the Payroll and Benefits Analyst acts in a lead role and performs the more responsible, varied, and complex work and is responsible for independently advising on and processing a wide range of personnel transactions duties including all phases of progressively sensitive, complex, and difficult assignments that may include personnel, benefits, payroll, leave accounting, disability, etc. within the Human Resources Section. The analyst serves as an expert staff resource responsible for researching, analyzing, and consulting on technical and complex personnel problems and issues; recommending and implementing solutions; reviewing and interpreting various control agency letters; providing high-quality and responsive customer service, and developing and implementing policies and procedures.

Working Conditions
Part time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Desirable Qualifications
- Experience in human resources related work, specifically payroll, benefits, SDI, NDI, PFL, FCL, and workers compensation.
- Experience in interpreting and applying personnel laws, rules, and policies in the public sector.
- Working proficiency in Microsoft Word, Outlook, Excel, Visio.
- Experience taking a lead role on tasks and assignments.
- Experience processing timesheets and reconciling employee leave.
- Experience working with control agencies.
- Ability to communicate clearly and accurately with staff at all levels.
- Strong organizational skills and ability to be detail oriented.
- Experience providing customer service to internal and external customers, and the public.
- Experience calculating pay, salary changes, and deductions.

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop.
