What are the responsibilities and job description for the STAFF SERVICES MANAGER III position at CA High Speed Rail Authority?
Under the general direction of the Chief of Contract Administration, the Staff Services Manager III (Supervising Contract Administrator) plans and organizes the administrative component of the California High-Speed Rail Authority’s (Authority) Program Delivery Support (PDS) along with State contract administration. Under the leadership of the Chief of Contract Administration, the Supervising Contract Administrator is responsible for developing policies and procedures to oversee the administrative section of the office. In addition, the Staff Services Manager III supervises a diverse team that includes a team in charge of labor compliance, contract support for the PCM contracts, and PDS administrative support staffing. The Staff Services Manager III also assists with cradle to grave contracting for commodities/direct purchasing section in relation to the construction of the High-Speed Rail program.

Working Conditions
- This position works primarily in the office, but limited telework may be available for California residents based on the requirements of the position. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
**This position occasionally travels statewide to other Authority sites.
While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

Desirable Qualifications
- A minimum of 10 years of experience in state or federal contracting.
- Either FAC-C or DAWIA certified
- Previous warrant holder with the federal government.
- Experience with developing, implementing, and overseeing departmental policies and procedures.
- Comprehensive knowledge of contract administration, management, change management, and dispute resolution.
- Good communication skills and working relationships with management, other offices, federal, state, and local agencies, and private sector consultants, sub-consultants, and suppliers and their associations.
- Experience at the managerial level with extensive knowledge of principles, practices and trends of federal, state, and local government review processes, public administration, organization and management, including all applicable federal codes and regulations.
- Experience at the managerial level with demonstrated strong management, analytical, and decision-making skills and ability to work and communicate with diverse and multi-disciplinary staff, federal, state, and local officials and project stakeholders about issues regarding planning major construction, services, or commodity acquisitions.
- Experience at the managerial level with demonstrated exceptional written and oral communication skills.
- Ability to exercise political acumen to enable sound independent political judgments and to work effectively with diverse internal and external constituencies including the executive team and other top administrators.
- Experience with directing and motivating staff.

We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop.
