Under the general direction of the Deputy Director of Administration (DDA), the Staff Services Manager II (Managerial) (SSM II (M) ), will direct and oversee the daily operation of the Department's personnel operations and human resources programs. The SSM II is responsible for program implementation, including formulating and administering agency policy, and management oversight. Under the working title, Human Resources Director/ Equal Employment Opportunity Officer, the incumbent is the subject matter expert in Human Resources, and key advisor to the DDA and ensures the Department's compliance with state policies, laws, rules and regulations. The incumbent provides proactive, responsive, and high-quality service to the California Science Center (Science Center), California African American Museum (CAAM), and Office of Exposition Park Management (OEPM) employees, representatives of outside agencies, and members of the public.

Desirable Qualifications
- Bachelor’s degree, Master's degree, and/or higher education in Human Resources, Business Administration, or related field preferred.
- At least three years’ experience in human resource management, along with comprehensive knowledge of employee supervision, development, and training principles and practices, as well as strong program management skills.
- Strong technical and legal understanding of human resources, personnel management laws, employment law, labor relations and bargaining units, benefits, civil service rules and regulations, policies, and procedures etc.
- Comprehensive knowledge and understanding of Equal Employment Opportunity (EEO) laws, including Title VII, ADA, ADEA, and other relevant state and federal regulations.
- Knowledge, experience, and ability to apply and interpret policies, regulations, and laws.
- Exceptional problem-solving skills to effectively identify and analyze complex HR situations, develop comprehensive solutions, and implement changes to optimize workforce performance and ensure a positive work environment.
- Excellent communication skills, including the ability to convey information with tact and diplomacy, while actively building and maintaining positive, professional working relationships with all levels of management, employees, and stakeholders.
- Ability to use tact and good judgment while communicating and working with customers, co-workers, management, and other government agency representatives.
- Ability to demonstrate exemplary confidentiality, operates with autonomy, exercises astute judgment in all decisions, and consistently acts in the best interest of the department.
- Experience with managing, prioritizing, and executing HR initiatives in a fast-paced and changing environment.
- Comprehensive computer skills and experience utilizing the Microsoft Office suite and/or HR information systems to manage HR data and generate reports.
- Excellent business writing skills demonstrating the ability to communicate clearly, concisely, and professionally in a professional setting, including writing emails, reports, proposals, and memos, by using proper grammar, avoiding jargon, tailoring content to the audience, and ensuring the message is easily understood and actionable.
- Strong leadership and interpersonal skills and experience in collaborating in a team environment to achieve department goals.
- Strong presentation skills, with the ability to clearly articulate ideas and engage diverse audiences.

Statement of Qualifications
The SOQ must be typed, titled “Statement of Qualifications”, the JC number with full name in the upper left-hand corner of the document and each statement must be numbered and answered listing all relevant experience, education, and training, including places of employment, dates, and duties performed.
The SOQ must not exceed 3 pages in length, double spaced 1-inch margins, in narrative writing style, and address the following:
1. Please describe your experience in leading personnel functions that have a department-wide impact. In your response, include the number of years you have overseen each function, the role you played, and the level of impact it had across the department. Additionally, please provide a contact person and their phone number who can verify your leadership in each function.
