Hiring range for this position is $59,966.40- $71,676.80. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 22.


General Definition of Work:
Performs difficult professional work in the overall administration, management, operations, and maintenance of the County Fair and other special events; oversees all fair and special event activities at relevant county facilities including event personnel, budget, and equipment. Work is performed under the supervision of the Assistant County Manager. Supervision is exercised over subordinate and temporary staff.

Examples of Duties

Essential Functions/Typical Tasks:
Plans for and manages daily operations, staff, events, and coordinates facility use for the Cabarrus County Fair; maintains records and files; prepares reports.

  • Oversees all Fair planning, execution, and evaluates success.
  • Coordinates, contracts, supervises, instructs, and manages auxiliary employees, third party groups and individuals and volunteers as it relates to all Fair plans, operations, and management.
  • Organizes and maintains an efficient cost-effective administration of the fair.
  • Works to continuously enhance operations and services and ensure it is a safe environment for staff and the public.
  • Negotiates, drafts, executes, and manages all agreements associated with the Fair event.
  • Develops plans, schedules, and utilization of facility for fair time use.
  • Negotiates and issues rental, grounds, and partner contracts; oversees individual commercial vendor and entertainment performer selection along with securing and insuring proper insurance coverage(s) certificate(s) .
  • Schedules and manages labor and equipment allocations.
  • Purchases all necessary materials and supplies for the Fair.
  • Coordinates all event equipment, rentals, personnel, catering, and other needs, and assures event success.
  • Identifies, creates, and executes plans for logistics, needs and software requirements as it relates to all competitive, livestock, and educational programing.
  • Plans, drafts, and physically marks all building and grounds layouts for the Fair in AutoCad or similar program(s).
  • Promotes and publicizes the fair; provides media coordination, newspaper articles, press releases, and public service information about fair and other event activities.
  • Writes content and creates visuals for communications including all marketing materials, email newsletters, and presentations.
  • Plans, organizes, administers, and evaluates marketing tools and methods.
  • Creates key external communications such as press releases, social media content, media briefings and other storytelling content.
  • Develops and leads communications initiatives, internal and external communications, and Fair branding and positioning.
  • Negotiates and books all media placements.
  • Responsible for ongoing inventory, maintenance needs, and management of existing and new supplies.
  • Obtains partners and sponsors and works with a variety of interest groups in planning activities and events.
  • Complies with rules and regulations relating to public health and safety and maintains a safe environment.
  • Develops and implements long and short-range plans, policies, and procedures in the areas of agriculture, arts, and education.
  • Plans, organizes, and administers agricultural, arts and educational programs for the Fair.
  • Plans and executes community outreach to increase participation.
  • Collaborates with internal departments and external community groups to develop programs and procedures for the annual Fair.
  • Evaluates and researches the success and return on investment of all Fair programs and initiatives.
  • Gathers public and stakeholder input in development of future programs.
  • Assures the fair is operated in accordance with applicable local, state, and federal regulations.
  • Addresses customer problems and resolves internal and/or external conflicts.
  • Responsible for developing, managing, and overseeing annual department budget.
  • Maintains the Fair website structure to include up to date information and documents throughout the year.
  • Oversees program registration activities and accounts for all program fees.
  • Responsible for directing, training, evaluating staff and has substantial influence in hiring and employment decisions.
  • Oversees facility maintenance and equipment and building repairs during Fair set-up, operations, and teardown.
  • Studies and keeps informed of developments in the Fair and Event industry and other industries relevant to best practices for the Fair.
  • Represents the County on various committees, within the state and nationally as it relates to the Fair and Event industry, and attends meetings as required.
  • Works with various county departments, local, state and national governing bodies to maintain high standards for the Fair.
  • Provides advice and consultation for other County department level events as assigned.
  • Performs related tasks as required.

Knowledge, Skills and Abilities:
Thorough knowledge of social and economic characteristics of the community; thorough knowledge of the recreational and cultural resources and facilities needed for the delivery of events, programs and services of the community; knowledge of regulations, procedures and laws as it applies to county and state activities and events; ability to establish and maintain effective working relationships with associates, government officials, county staff and general public; ability to prepare technical and financial reports; ability to express ideas clearly, both orally and in written form; ability to prepare and maintain accurate and detailed records of activities; ability to follow and enforce County procedures and policies, ability to maintain compliance with state regulations regarding fairs and expositions.

Minimum Education / Experience requirements

Education and Experience:


Requires graduation from an appropriately accredited college or university with a degree in Business, Public Relations or related field, considerable experience working with agricultural/community fairs or events and at least 5 years of event management experience.

Management may consider an equivalent combination of education, training, and experience. All levels of experience are encouraged to apply.




Physical Requirements:
This is normally light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force frequently or constantly to move objects; some work may require the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects ; work requires stooping, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
Special Requirements:
Possession of a valid appropriate NC Driver’s License
