Job Description:
The Opportunity:
CACI is looking for a Senior Program Management Analyst for Subcontracts to support the USSTRATCOM Information Technology lifecycle Support (SCITLS) program by overseeing subcontract activities (timecards, purchase orders, invoicing, facility clearances, supporting subcontract modifications tasks, and monitoring subcontract financial burn rate) and ensuring the program is executing IAW the FAR and PWS.
This position is part of an innovative PMO team supporting our customer, U.S. Strategic Command (USSTRATCOM) in Omaha, Nebraska. This position is located in Omaha, Nebraska and is contingent upon award of the United States Strategic Command SCITLS contract.
Responsibilities:
Responsible for Loading subcontract timecard into DELTEK and tracking and monitoring all subcontractor labor hours required for performance of services provided under this contract for the USSTRATCOM
Performs management, administration, and reporting of subcontracts. Monitors subcontracting financial burn rates to ensure execution is compliant with forecasts
Manages and monitors subcontract baseline, including supplier cost, schedule, quality, and technical performance
Enters subcontract data into CACI’s procurement and purchasing system P2P
Responsible for invoicing 12 subcontracts/partners that support the SCITLS program
Assists in developing, work statements, basis of estimates, and purchase orders
Facilitates annual closeout activities
Processes and coordinates deliverable submission with internal stakeholders
Plans and leads major assignments, including updates to the Project Management Plan (PMP)
Evaluates performance results and recommends changes and corrective action
Functions as a technical expert across multiple project assignments
Acts as a liaison between the PM, CACI subcontract manager and the subcontractors for all subcontract changes and modifications
Responsible for submitting all subcontractor DD254s for Facility Security Clearance
Qualifications:
Required:
Current Top Secret with SCI eligibility
Bachelor’s degree in science (BS) or a bachelor’s degree in arts (BA)
A minimum of 8 years of experience in project/program management or PMO operations
Proven experience in subcontract operations to include timecard management, subcontract modifications, invoicing, developing BOMs, financial analysis, budgeting, forecasting, monitoring and reporting financial burn rates and managing facility clearances
Strong understanding of project/program management methodologies and best practices
