What You'll Do
Establish the foundation for a successful PMO, including developing the PMO's structure, roles, and responsibilities
Rollout a phased implementation of project management coverage over existing IT projects
Oversee project portfolio management, ensuring alignment with strategic goals and objectives
Lead organizational change management initiatives to ensure smooth transitions and adoption
Train project managers and project sponsors on best practices, methodologies, and tools. Provide required staff training, develop training materials, and equip the PMO staff to train others
Complete multiple proof of concept (POC) engagements with designated departments or sections
Use the POCs to refine the project management processes and mentor staff in the delivery of project management services
Provide hands-on mentoring for PMO staff and develop their duty assignments
Provide leadership and direction to the project teams, promoting a positive and productive work environment
Develop standard project management deliverables. Develop and implement project strategies and plans, including resource, risk, and procurement plans
Develop recommended Key Performance Indicators (KPIs) and a PMO
Cultivate and maintain strong client relationships, serving as a trusted advisor and point of contact

Monitor and report on project progress, risks, and issues to stakeholders regularly.
Provide leadership and direction to the project teams, promoting a positive and productive work environment
Implement and improve service management discipline across the organization
Develop and implement strategies for capacity planning and resource planning
Ensure comprehensive documentation of project plans, processes, and deliverables
Address change readiness challenges and effectively teach and train staff on new processes
Get team excited about changes and foster a positive adoption environment
Be on the ground and hands-on to ensure project success
Follow a g round zero approach and actively participate in day-to-day activities and problem-solving
Provide support and guidance to managerial staff on project management best practices
What You'll Need
Required:
Bachelor's degree in Business, IT, or related field; or equivalent work experience. A Master's degree or relevant certification (such as PPM, PMP, MPM or PgPM) is preferred
Experience in state or local government (city/county/regional) agencies, either as an employee or contractor
Proven experience as a Program/Portfolio Manager or similar role. Strong knowledge of project management principles and practices
Proficiency in project management software tools (Microsoft Project and/or JIRA strongly preferred)
Knowledge of service delivery principles and practices desirable
Excellent leadership, communication, and interpersonal skills
Strong problem-solving skills and the ability to make decisions under pressure
Local to Los Angeles County, CA
Physical Demands
Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards
Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.
