Preconstruction Manager
Supervisor: Director of Preconstruction
Classification: Full-time, exempt
The Preconstruction Manager role carries a goal of effectively setting up a project for success. The responsibilities lie in the Bidding Phase, Contracting Phase, and Operations phase. During the bidding phase, the Preconstruction Manager is responsible for actively supporting the sales and estimating team by providing technical/operational expertise on project scope, schedule, and GC/GR’s during proposal reviews. In the Contract Review phase, the preconstruction manager is responsible for ensuring that all proposal coordination notes are formalized within the contract. During the operations phase, the Preconstruction Manager is responsible for proper handoff of the contracted project to the operations team and to review plansets to ensure full constructability.
PRIMARY RESPONSIBILITIES & DUTIES:
Bidding Phase
- Approximately 25% of preconstruction manager time to be dedicated to the responsibilities of this phase.
- Partner with the sales team to provide technical and operational subject matter expertise (SME) during bidding to properly identify risks/opportunities, ensure seamless coordination, and help create strong solution-based outcomes that lead to winning bid strategies.
- Establish and enforce high-standards for pre-contract site investigations by the General Superintendents to validate bidding and/or engineering assumptions and potential field-conditions that could affect the effectiveness and timeliness of executing the work.
- Broadcast lead-time requirements to clients on long-lead procurement items.
- Help Sales and Estimating establish reasonable Schedule of Values (SOVs) and Design/Construction Schedules during proposal review meetings to ensure required milestones/deadlines are achievable.
- Review General Conditions / General Requirements (GC/GR) of site before contracting, especially on retrofit bids where fencing, bathrooms, etc. will be required.
- Help ensure design changes during bidding that create cost and/or schedule impacts are documented and properly captured within the bid and schedule.
Contract Review Phase
- Approximately 50% of preconstruction manager time to be dedicated to the responsibilities of this phase.
- Review finalized Schedule milestone and SOV to ensure milestones are achievable.
- Ensure all inclusions, exclusions, and clarifications are captured within contract.
- Identify and eliminate questionable scope and requirement items within contract.
Operations Phase (Post Contracting Phase/ Handoff to Ops Team)
- Approximately 25% of preconstruction manager time to be dedicated to the responsibilities of this phase.
- Collaborate with the Design Project Manager to drive constructability principles and practices into the design and scope of services being offered to help ensure efficient/effective designs are created and lead to high quality and profitable projects. Solicit input/advice from the Director of Construction/ General Superintendents throughout this process.
- Schedule & participate in Design Review “Page Turn” Meetings (pre-permitting submission) and in Pre-Mobilization Meetings (preconstruction-to-construction hand-off) to ensure accurate and high-quality designs and plans have been established.
- Ensure receipt of latest main building electrical single-line diagrams (SLDs) and equipment switchgear submittal package from client and perform an independent review to ensure alignment with the Cal Solar SLD.
- Participate in post-mortem meetings to collect lessons learned, “closing the loop” by preparing and implementing improvements for future projects.
Other Operational Duties
- Create, implement, and continually evaluate the effectiveness of preconstruction processes, capturing best practices, workflow, processes, and standards within Standard Operating Procedures (SOPs).
- Stay current with material/equipment and sub-tier subcontractor industry trends to ensure Cal Solar is utilizing and/or working with high-quality, cost-effective, and efficient suppliers/vendors/sub-tiers.
- Support outreach and pre-qualification to help grow base of sub-subcontractor partners and help the project management team with sub-subcontract buyout process.
- Partner with the Procurement Manager to influence early product selection (especially for long-lead procurement items) to properly align-on customer needs, internal specifications, and vendor options/availability. Maintain and communicate project-specific material requirements prior to mobilization.

Key Qualifications & Required Skills/Abilities:
- Experience with construction and project management, ideally in both self-performing and subcontracting structures.
- Strong understanding of grid-tied PV system electrical and structural design & installation.
- Understanding of Building and Electrical codes (wire sizing, equipment ratings, installation requirements, etc.), and NFPA 70E electrical safety guidelines.
- Ability to read, understand and mark-up (redline) electrical, plumbing, and structural plans.
- Excellent verbal and written communication skills.
- Knowledge of estimating and budget management for construction projects.
- Strong interpersonal and customer service skills/mindset.
- Excellent organizational, attention to detail, analytical/problem-solving and decision-making skills, with ability to support multiple projects in various stages of preconstruction & construction.
- Excellent time management skills - ability to meet deadlines, prioritize tasks, and delegate when appropriate.
- Strong supervisory and leadership skills with the ability to effectively train others.
- Confident and capable of holding others accountable.
- Strong experience with Dropbox, SCOOP, Sage Intact Accounting, and Microsoft Applications Suite (Excel, Word, PowerPoint, etc.) or similar software.
- Proficient in computer-assisted design (CAD) and other design, data recording, and analyzation software preferred
- Some travel required within California.

The starting annual base pay for this role is between USD $130K - $140K. The actual base is dependent upon many factors, such as: location, training, transferable skills, work experience, business needs and market demands. The base pay range is subject to change and may be modified in the future.
