BUILDING CODES ADMINISTRATOR
General Statement of Duties
Performs skilled technical work supervising and participating in the inspection of buildings and property to ensure compliance with state building codes and local ordinances.
Distinguishing Features of the Class
An employee in this class supervises and participates in the inspection of construction and installation work in progress to enforce State codes for building construction including the four trade areas of building, plumbing, electrical and mechanical. Work includes the inspection of residential and commercial properties for compliance with State building codes and local ordinances; providing information to the public and assisting them in achieving compliance with codes and ordinances; issuing building permits and certificates of occupancy; performing plan review of site and building plans for code compliance; assisting with the training of new building code inspectors; and maintaining records of inspections. Supervision is exercised over Building Code Inspectors and administrative staff. Work involves frequent field checks to inspect construction work in various stages of completion and frequent public contact responding to questions and explaining technical building codes. Tact, courtesy, and firmness must be exercised in dealing with contractors and the general public. Work subjects the employees to inside and outside environmental conditions; extremes in temperature; hazards associated with construction work; and requires work in crawl spaces and similar enclosed spaces. Work is evaluated based on periodic conferences, review of inspection reports, and contractor and public feedback.
Duties and Responsibilities
Essential Duties and Tasks
- Plans, coordinates, supervises and participates in the building, electrical, mechanical and plumbing inspection activities with responsibility for enforcing the laws, ordinances and codes relating to the construction and alteration of buildings within the County.
- Investigates complaints concerning buildings that may not comply with applicable building codes.
- Reviews building permit applications and building plan specifications for compliance with the North Carolina State Building Code and County ordinances.
- Participates in pre-construction meetings with contractors, engineers and public officials to explain the permitting process and specific code requirements.
- Oversees the process of applying for permits and issuance of building permits and certificates of occupancy.
- Establishes and maintains manual and computerized records of inspections and construction activities and prepares necessary reports.
- Assists with the recruitment of staff; assigns, directs, trains and inspects the work of staff; coaches, counsels and evaluates staff performance; develops staff schedules.
- Receives and pursues complaints alleging code or development ordinance violations or defective construction or installations; resolves enforcement problems.
- Corresponds with property owners about building code violations and defects.
- Ensures construction is properly permitted and inspected; determines if corrective actions have been taken; issues enforcement orders, including stop work orders and condemnation.
- Provides guidance to building code inspectors on code interpretation and enforcement.
- Conducts routine evaluations of various inspections related processes and functions and recommends improvement in overall efficiency and delivery of services to the general public.
- Attends classes, seminars, and conferences to retain certification and enhance knowledge of trends and development in the field of building code inspection.

Knowledge, Skills, and Abilities
- Considerable knowledge of State building codes and of local ordinances.
- General working knowledge of construction and system installation procedures in electricity, plumbing, heating, and air conditioning systems.
- Skill in the interpretation of codes and ordinances and their application to specific situations.
- Skill in reading, reviewing and interpreting plans and specifications.
- Ability to read and analyze single family and commercial building plans and specifications for compliance with codes.
- Ability to supervise the work of subordinates.
- Ability to establish and maintain effective working relationships with contractors, builders, staff, county officials, architects, and the general public.
- Ability to enforce regulations tactfully and firmly and in a consistent manner.
- Ability to establish and maintain effective recordkeeping systems of inspections activities.
Physical Requirements
- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, and hearing.
- Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
- Must possess the visual acuity to do extensive reading, use measurement devices, operate a motor vehicle, and perform building inspection tasks.
Desirable Education and Experience
- Graduation from high school with coursework in building trades or related field and considerable experience in the building construction trades and code enforcement including some supervisory experience; or an equivalent combination of education and experience.
- State certification as a Building Inspector at level III in the four trade areas preferred.
Special Requirements
Possession of a valid North Carolina driver's license.
