SUMMARY OF POSITION
The County Planner is responsible for providing development-related information to customers and assisting them with residential and commercial development projects. Assists in the processing and review of various development requests and applications. Coordinates assigned activities with other County departments and outside agencies. This position provides staff support and regularly attends Commissioners Court.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Assists with the subdivision review process; Interprets and enforces County Subdivision Regulations.
- Responds to customer inquiries regarding development, platting and subdivisions.
- Provides procedural consultation services regarding development, platting and subdivisions.
- Assists in the acceptance of development related applications such as pre-development, subdivision plat consideration, multi-unit residential development, recreational vehicle park communities and manufactured home rental communities.
- Attends all pre-development meetings.
- Processes and reviews development applications for completion.
- Coordinates the review of developments with those of other departments and outside agencies and organizations.
- Attends Commissioner’s Court meetings and takes necessary action regarding Commissioner’s Court agenda items.
- Responsible for the Interlocal Cooperation Agreements between Caldwell County and City of Lockhart relative to subdivision regulations.
- Assists in the preparation of development agreements and variances.
- Assists in the preparation of long-range planning studies.
- Prepare and submit activity reports resulting from development applications.
- Research and gathers deeds, meets and bounds descriptions, surveys and plats to verify lot boundaries.
- Prepares and files exemptions to plating.
- Assist in the scheduling of developments for Court consideration, ensures that public notices are properly posted, and verifies that application packet is complete.
- Assists with training of the code enforcement officer.
- Performs such other duties as may be assigned.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is primarily performed in the Office, will need to travel to field sites on occasions.
May be exposed to physical hazards while conducting inspections on field sites.
The employee is required to walk, sit, stand, and bend.
May be required to lift, carry or push/pull supplies, materials, equipment, and/or items weighing up to 10 pounds.
The employee must be able to inspect planning and permitting documents.
Substantial contact with the public, other county departments and other governmental agencies that require the ability to communicate effectively.
The ability to operate a personal computer is required.
Responds to emergencies and local public health occurrences of an urgent nature during and beyond the standard hours of operation.
Work is normally reviewed, and deadlines are to be met.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of, and the ability to interpret, explain and enforce the laws, ordinances and regulations governing development.
Considerable ability to interpret engineered plans for the development.
Inspect field sites to ensure conformance with platting and subdivision regulations.
Considerable ability to communicate effectively orally and in writing.
Considerable ability to establish and maintain effective working relationships with other county employees, superiors, associates, representatives of outside agencies, and the general public.
AICP Certification preferred.
ACCEPTABLE EXPERIENCE AND TRAINING
High school diploma, or its equivalent with a minimum of 6 years of experience in planning/development.
Bachelor’s degree with 2 years of experience.
CERTIFICATES AND LICENSES REQUIRED
Valid Texas Driver’s license. Employees must be insurable by Caldwell County insurance company in order to operate County vehicles.
