Economic Coordinator - Project Analyst
General Statement of Duties
Works independently to perform a variety of responsible program and administrative duties requiring a comprehensive understanding of Caldwell County’s Economic Development Department’s mission, rules, regulations, procedures, and services. Works on a variety of technology platforms to assist the County’s Economic Development Director on special projects to promote the county to outside industries and improve economic opportunities for the citizens of Caldwell County.
Distinguishing Features of the Class
An employee in this class performs a variety of advanced technical and administrative duties for Caldwell County’s Economic Development Department. Position requires program management tasks, information processing/management, and office management. May assist with departmental records for accounts payable, payroll, time sheets, monitoring of expenditures etc. and may assist in budget preparation. Administrative duties require tact and discretion in handling sensitive or confidential matters in the program areas. Customer service includes answering complex questions requiring a thorough Caldwell County Economic Development Department’s regulations and procedures. Employee is also responsible for assisting with the Caldwell County Economic Development internet website including providing technical advice on internet marketing and public relations use being creative in innovative use of the internet for marketing and managing related contracted services. Work requires independence, creativity, and initiative in activities. Guides generally include a variety of written technical manuals and instructions, as well as comprehensive rules and regulations. Sound judgment is required in performing the responsibilities. Work is typically performed under the supervision of the Economic Development Director and is evaluated through observation, conferences, feedback from citizens and staff and evaluation of the quality and effectiveness of work processes.
Duties and Responsibilities
Essential Duties and Tasks
- Assist with gathering and maintaining data in computer databases and produce statistical and narrative reports related to community development, housing development, housing preservation, and homeless projects and programs.
- Assist with the administration of County development grants (including tracking funds) and researching public service grant programs.
- Assisting with funding application preparations/reporting and program and sub-recipient monitoring.
- Assist with reviewing project files for completeness, processing payments for contractors or vendors, and tracking program and contracting requirements such as insurance policy terms.
- Assist with planning, organizing, and managing the content, form, style, applications, and software requirements of the Economic Development internet website; continuously asses effectiveness of web design and usability and advertising trends.
- Edits content, photos, links, forms, business listings, maps, and special promotions online; monitors and updates links to other area websites, including providing logos, photographs and ads.
- Develops and maintains effective social media pages to interact with visitors and residents using social networking such as Facebook, LinkedIn, and YouTube; provides information and discussions via social networking sites to promote various aspects of the County.
- Researches information, provides suggestions, and assists in the development or revision of program procedures and guidelines.
- Assist with monitoring and ensuring program compliance for the Caldwell County ED.
- Tracks and monitors correspondence.
- Assist with the coordination of Caldwell County ED events and meetings.
- Organize and maintain various departmental files. Type correspondence, reports, forms, and specialized documents from drafts, notes, or brief instructions. Proofread and check typed and other materials for accuracy, completeness, and compliance with departmental polices and regulations. Gather and process payroll documentation (timesheets, pay approvals, and change sheets, etc.) for the department.
- Receive and screen visitors and telephone calls and direct the caller to the proper person or personally handle the call.
- Operate standard office equipment.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
- Considerable knowledge of ED’s mission, functions, regulations and practices.
- Considerable knowledge of modern office procedures and related office information technology equipment, software, and peripherals.
- Working knowledge of County ordinances, procedures and practices related to area of assignment and of the organization’s administrative, personnel and purchasing procedures.
- Skills in utilizing graphic, publishing, and work processing software programs including Adobe InDesign, Illustrator and Photoshop, Content Management System, Spitfire Photo, etc.
- Working knowledge of trends in website design and functionality, internet advertising and social networking.
- Skill in the use of information technology equipment and associated software products such as word processing, spreadsheets and data bases used in area of work assignment including the development of forms, form letters, tables, spreadsheets, data bases, etc. to compile records and generate reports.
- Skill in communicating effectively and in conducting the department’s business in person and by telephone.
- Ability to work independently on responsible administrative support tasks, some of which may be confidential or sensitive; ability to independently prepare meeting agendas and confidential correspondence.
- Ability to gather and give comprehensive information and instructions, based on program knowledge and independent research.
- Ability to communicate a technical knowledge of program operations and organizational programs.
- Ability to be tactful and courteous while being persuasive and confident on County business.
- Ability to compile information based on general instructions.
- Ability to establish and maintain effective working relationships with supervisors, other employees, customers and the general public.
- May need the ability to plan, organize, monitor, evaluate, and supervise the work of others.
Physical Requirements
- Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, and repetitive motions.
- Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
- Must possess the visual acuity to prepare and analyze data and figures, to operate a computer terminal, do extensive reading and to determine the accuracy, neatness, and thoroughness of the work assigned. Some positions may be required to take and transcribe dictation and minutes.
Desirable Education and Experience
Education and experience equivalent to graduation from a college or business school with an associate’s degree in Economics, Business, Journalism or related field. Considerable administrative experience, including strong public contact.
