Job Summary

Under the general direction of the Deputy Director, the Road Operations Supervisor is responsible for the direct supervision and management of road workers 24/7, as well as mechanics and other non-supervisory positions as assigned. This role oversees front-line operations, coordinates work schedules and assignments, evaluates and manages employee performance, and supports various activities, programs, and projects to ensure safe and efficient road maintenance year-round. This position requires strong leadership, problem-solving skills, and the ability to respond to emergencies. The role includes one designated position to provide on-site supervision during the night shift during the winter schedule.

Primary Duties & Responsibilities

  • Provides direct supervision for road workers, as well as mechanics and related non-supervisory positions as assigned at the Road Department.
  • Coordinates and effectively communicates daily work schedules and assignments.
  • Monitors and evaluates employee performance and provides coaching, mentoring, discipline, training, and recognition as needed.
  • Performs daily administrative tasks accurately and responsively, including but not limited to, review of time sheets, time off requests, travel expense items, invoices, reports, service requests, and other items as may be assigned. Prepares operational reports as needed.
  • Works to resolve service requests, customer complaints, and general inquiries in a timely and professional manner.
  • Works closely with Managing and Deputy Directors, the Contract and Purchasing Fleet Manager, stockroom employees, and road workers to ensure that equipment, tools, and facilities are properly used and maintained for daily operations, projects, programs, and safety. Assists in evaluating equipment replacement needs and purchase requirements.
  • Ensures all materials and supplies necessary for daily operations, projects, and safety are available, delivered, and properly used.
  • Monitors the adherence to policies, procedures, and work rules. Provides input for policy and procedure improvement with an emphasis on efficiency and effectiveness and assists with implementation as needed.
  • Ensures that the collective bargaining agreement is followed in regard to scheduling, overtime, seniority rotations, and other related matters.
  • Maintains proactive, regular communication, assistance, and exchange of information with CCRD team members in administration, operations, engineering, and fleet maintenance.
  • Coordinates closely with the management team to build and maintain a positive, energetic, and participative workplace culture.
  • Assists with planning, development, administration, and evaluation of road maintenance programs, construction projects, and asset management, including staffing needs, scheduling, budget review, service scope, cost, effectiveness, and efficiency.
  • Other activities, programs, projects, and duties as may be assigned.

Qualifications

  • The position requires a High School Diploma or GED and at least four (4) years of progressively responsible experience in road maintenance and construction. While an associate degree is not required, it is preferred. Relevant experience in the road construction industry (two to four years) will also be considered. A combination of education and experience may be accepted in place of specific requirements.
  • Supervisory skills necessary to develop and maintain a safe and positive working environment for Road Department personnel. Supervisory experience in a union environment is preferred.
  • Possession of a valid Michigan vehicle operator’s license required, along with an acceptable driving record. A Class B (with air brake endorsement) Commercial Driver License is preferred.
  • Ability to maintain a positive and professional attitude, strong work ethic, and to handle matters with others in a courteous, respectful, responsive, and effective manner. Must be able to remain calm and collected in high-pressure and emergency situations.
  • Ability to apply administrative principles and practices, including safety management, goal setting, developing teams, motivating employees, and managing in a team environment.
  • Ability to effectively communicate both orally and in writing, including skills necessary to provide courteous and accurate information and responses to various levels of personnel, agencies, officials, socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
  • Computer skills necessary to effectively utilize word processing, database, spreadsheet and software applications. Proficiency using a smartphone, tablet, and e-mail.
  • Mental ability to frequently handle simultaneous projects requiring concentration and attention to detail with occasional distractions due to operational and personnel changes.
  • Incumbent is periodically required to handle pressures related to meeting deadlines, fulfilling scheduling requirements, etc.
  • Ability to obtain a Traffic Regulating/Flagging Certification.

  • Frequent travel is required within the county. Occasional travel outside the county may be required.
  • A blend of normal office environment and field conditions with occasional discomfort due to cold, heat, dust, noise etc.
  • Hazardous environmental conditions may be encountered when on job sites reviewing road maintenance operations/construction projects.
  • Physical ability to frequently sit and stand as position requires. Ability to enter and exit vehicles, ability to see and have peripheral vision, squat and bend at waist, maneuver in rough terrain.
  • Extended workdays and work weeks (beyond eight or ten hours/day and/or 40 hours per week) are periodically required. Participation in a 24/7 on-call rotation is required.
  • On-call availability to handle work problems, attend meetings, manage emergencies/crisis situations at all hours is occasionally required.
  • Will occasionally be required to lift/push/pull/carry items weighing up to 50 lbs.
