The Legislative and Administrative Coordinator plays a key role within the CA Alliance policy team, reporting directly to the Director of Public Policy. This position serves as a strategic partner in advancing the legislative and regulatory agenda. The Legislative and Administrative Coordinator works collaboratively across internal teams and with external stakeholders, including state agencies, legislative offices, advocacy organizations, and Alliance members, to support the development, communication, and execution of public policy priorities.

This role requires a high degree of professionalism, political acumen, and the ability to manage multiple priorities in a fast-paced environment. The Legislative and Administrative Coordinator contributes to policy research and analysis, as requested, and supports member engagement while ensuring seamless coordination of our legislative work. Additionally, the position provides high-level administrative and strategic support to the Vice President and Director of Public Policy and is responsible for preparing briefings, reports, and presentations for Alliance member organizations and committees.

ESSENTIAL DUTIES AND RESPONSIBILITIES (OTHER DUTIES MAY BE ASSIGNED)

Legislation and Policy Development

· Lead and manage bill tracking efforts, using Capitol Track, for the policy team and CA Alliance members, including the use of Capitol Track to organize, update, and disseminate legislative information

· Oversee the e-bill review process for the policy team by evaluating introduced legislation and assigning legislative bills to the appropriate issue area leads for analysis and feedback.

· Coordinate the legislative workflow of the policy team, including submission of position letters within the Legislative portals, managing internal deadlines, updating Capitol Track with bill positions, and communicating key legislative dates such as upcoming bill hearings and floor votes.

· Serve as primary point of contact for legislative coordination efforts, responding to requests from members, committee staff leads, policy team, and leadership as requested to ensure timely and strategic follow-up.

· Provide strategic support to the Vice President and Director of Public Policy, including maintaining tracking systems that align with organizational policy goals and help organize the policy team.

· Engage with state agencies to schedule meetings, develop agendas, and coordinate follow-ups that advance the Alliance’s policy and regulatory objectives.

· Independently analyze legislation and coordinate with policy staff to determine organizational positions, including drafting position letters, developing talking points, and participating in advocacy strategy sessions.

· Collaborate with the Director of Policy to help lead and manage communications between the Alliance, the Legislature, and the administration by scheduling meetings, assisting with strategic communications, and maintaining a detailed tracker of our outreach efforts and next steps.

· Represent the organization at hearings as needed.

Administrative Support to Vice President and Director of Public Policy

· Independently manage and prioritize calendars for the Vice President and Director of Public Policy, including scheduling meetings, drafting agendas, and coordinating pre and post-meeting emails as directed to ensure alignment with strategic goals

· Lead the planning and execution of travel arrangements for the Vice President, Director of Public Policy, and the policy team as needed, including forecasting costs, analyzing travel trends, and maintaining a tracker to support budget planning and oversight

· Support the policy team in meeting rules and regulations for those who are lobbyists, including organizing schedules, supporting the completion of lobby logs, and other items as requested.

· Analyze and reconcile monthly credit card statements for the Vice President and Director of Public Policy, ensuring timely submission of receipts for credit card statements and adherence to organizational policies.

· Lead in organizing and supporting the Vice President and Director of Public Policy in maintaining the policy team trackers, policy drive folder, advocacy campaigns, and other requests as needed.

· Exercise discretion in handling confidential matters, determining priorities, and representing the department with internal and external stakeholders as needed.

Member Services

· Provide strategic support and coordination for member committees.

· Respond to member inquiries and deliver high-level technical assistance, including creating a method to track TA when needed.

· Take a lead role in planning member conferences with primary responsibility for organizing legislative meetings for advocacy day.

· Represent Alliance at selected member events, exercising sound judgement in representing the organization’s priorities.

Communication

· Ensure timely communication to members and policy team members regarding progress of legislative agenda through:

o Legislative Tracking Reports.

o Legislative and Budget Alerts.

o Daily Digest listing upcoming hearings.

o Articles for Newsletters.

o Reviewing Capitol Morning Report and sharing highlights with the policy team.

· Maintain ongoing communication with VP of Public Policy and Strategy, Director of Public Policy, policy team, and other staff members regarding legislative developments and their potential impacts on member agencies. Cultivate and manage strategic working partnerships with representatives of advocacy groups with Alliance’s mission.

· Represent Alliance in formal and informal child and family-focused advocacy groups, using discretion to advance the organization’s policy goals.

SKILLS AND CHARACTERISTICS

· Highly self-motivated and able to work independently.

· Exceptional organizational skills, ability to analyze and synthesize information efficiently and thoroughly.

· Excellent writing skills with demonstrated experience conveying key messages clearly, timely and succinctly.

· Strong communication skills, both verbal and written.

· Personable and engaging, responsive to member inquiries and concerns.

EDUCATION AND/OR EXPERIENCE

· Bachelor's degree required.

· At least three years of legislative experience.

· Experience in administrative and organizational support to senior leadership.

· Experience in an association setting preferred.

· A combination of relevant experience and education may be accepted.
