Job Description and Duties
Under the supervision and direction of the Quality Assurance and Training Manager (SSM 1), the Statewide Recruiter (SSA) provides for the recruitment and intake of individuals (ages 18-25) for the California Conservation Corps (CCC) residential sites statewide, and non-residential sites with targeted enrollment goals.
The incumbent must demonstrate strong learning abilities, the ability to take the initiative, and be able to work successfully on a team, interacting with all levels of management within CORE and within the Recruitment operations group. The SSA must be flexible to changes in priorities and tasks and be proficient in all Microsoft Office applications including Excel, Word, SharePoint, and PowerPoint, along with proficiency in Salesforce. Duties may include access to information systems containing protected Recruit and Corpsmember information, including federal tax information, protected criminal history and health information, and personally identifying information. The SSA is required to adhere to the Department’s confidentiality policies and standards.
The position requires strong analytical skills, the ability to take the initiative, use of the CRM Salesforce program, (Corpsmember Recruitment System), public speaking, driving State vehicles, in-state travel, lifting and transporting recruitment materials/equipment, and periodic evening and weekend work assignments.

Job Duties
Recruitment & Enrollment
- Evaluate and monitor statewide candidate progress through the enrollment funnel, engaging with prospects and recruits to encourage application completion and identify barriers.
- Process applications for both residential and non-residential centers, facilitating
- information sessions, interviews, COMET assignments, and Pre-COMET meetings.
- Maintain regular engagement with prospects and applicants via calls, emails, and texts; for residential recruits, monitor and coordinate travel to residential locations
- Assess recruitment eligibility through waitlist reports, documenting any barriers in recruit
- records, and assign eligible recruits to open COMETs to achieve recruitment goals.
- Monitor Salesforce records for gaps in service levels, ensuring consistent weekly engagement with applicants through various contact methods (call, email, text).
- Verify applicant documents are properly saved and check records for detailed recruiter engagement activity.
- Advise managers on any individual recruit concerns, including background checks or pre-enrollment physical requests.
Targeted Segment Strategies & Planning
- Assist in the development and implementation of outreach initiatives targeting individuals aged 18-25 and veterans up to age 29, while supporting the identification and outreach to key stakeholders, including educational institutions, community organizations, and veteran services statewide.
- Under guidance, analyze database entries in customer relationship management software and other tools to prepare complex recruitment reports for CORE managers.
- Prepare recruits to join the CCC by implementing strategies that ensure they meet the requirements for program-specific positions such as fire, forestry, and energy.
- In collaboration with the CORE Manager, research and apply principles, practices, and trends of youth recruitment, incorporating effective strategies into CCC practices.
- Document and share success stories and effective practices with the CCC CORE Management and team to foster continuous improvement in recruitment efforts.
Stakeholder Engagement
- Network with stakeholders who work with CCC program target age group of 18-25 and military veterans up to age 29.
- Maintain contact with existing stakeholders and build up new partnerships in targeted communities.
- Track and log regular engagement in Salesforce and other customer relationship management software and tools.
- Attend events in person and virtual.
- Schedule and present the CCC program to groups of individuals ages 18-25.
Promote Diversity, Equity, and Inclusion
- Participate in professional development trainings, as well as tasks, trainings and activities that support programmatic and workplace diversity, equity, and inclusion.
Other/Administrative
- Participate in CORE, departmental, and field meetings and special projects as needed.
- Provide recruitment coverage when vacancies occur or when there is a need for workload re-distribution.
- Advise managers when process concerns or barriers arise.
- Other job-related duties as assigned.
