What are the responsibilities and job description for the Supervisor of Building Trades - Facilities Management Section (FMS) position at California Department of Public Health (CDPH)?
The California Department of Public Health (CDPH) is currently hiring for a Supervisor of Building Trades within our Facilities Management Section (FMS). In this role, you will be responsible for the daily work activities of building trades personnel and contractors including, but not limited to, preventive maintenance (PM) and repairs; managing the Injury Illness & Prevention Program (IIPP) for the Plant Operations Unit staff; and maintaining supplies and services required to complete these tasks at the CDPH Richmond Campus, just minutes away from the El Cerrito Del Norte and Richmond BART stations and public transit, with free shuttle service between the campus and the El Cerrito Del Norte BART station. Free employee parking is also available for employees working day shift, including free electric vehicle charging and public transit subsidy up to $300 a month.
Please note, this classification is eligible for a recruitment and retention pay differential for the Greater Bay Area at 5% above the base rate for each qualifying pay period.
We are looking for someone with knowledge of methods, materials, tools, and equipment used in building construction, maintenance, and repair work and an ability to assign, supervise, and inspect the work of building trades staff.

Responsibilities:
- Prepare, assign, and tracks daily and PM work orders through the Maximo Enterprise System
- Maintain an ongoing inspection schedule to monitor work assignments, activities, and projects and ensure that staff complete tasks safely and in accordance with the IIPP
- Maintain an annual personal tool list for each employee, verify that employees have the tools assigned to them
- Prepare purchase and service requests for materials, freight, tools, and shop equipment and submit them to management
- Estimate and prepare reports for Major and Minor Capital Outlay projects, equipment budgets, and annual personnel training requests; prepare and implement the annual employee evaluations and maintain records for each employee; schedule and maintain records for each employee on required training as directed by the Department or FMS
- Provide technical consultation to analysts in the preparation of contracts for building maintenance or repair services; oversee the design, implementation, inspections; and is the main point of contact for said contracts and service orders, including providing instructions to the contractor, verifying the contract language is being adhered too, and writing required reports
- Respond to and oversee emergency repairs to maintain a safe working environment for all employees
Desirable Qualifications:
- Minimum of four (4) years of experience as a journeyperson in one of the building trades, at least two (2) years of which shall have been in a supervisory capacity over journeyperson crews engaged in building construction or maintenance and the repair of large buildings, such as hospitals, schools, or industrial buildings
- Current or previous possession of a Contractor License
- Knowledge of methods, materials, tools, and equipment used in building construction, maintenance, & repair work; methods used in requisitioning, receiving, checking, storing, and issuing materials and supplies; principles of effective supervision; codes, rules, regulations, safety orders, and safety practices applying to the various building trades; affirmative action program objectives; and a supervisor’s or manager's role in the affirmative action program and the processes available to meet affirmative action objectives
- Ability to assign, supervise, and inspect work of building trades staff; schedule and coordinate the work various trade groups; read and interpret blueprints and work from plans and specifications; estimate material and labor requirements; analyze situations accurately and adopt an effective course of action; keep accurate records and prepare reports; and effectively contribute to the Department's affirmative action objectives
