Under the general direction of the Branch Manager of the Load Flexibility Branch of the Efficiency Division, the incumbent will perform the more difficult electrical engineering assignments involved in the field of end-use and distribution system level electrical demand flexibility, management, and control technologies. The Load Flexibility Branch has primary responsibility for implementing Sections 25213, 25218(e), 25402(f) and 25403.5 of the Public Resources Code via the adoption of minimum standards and other regulations. In addition, the incumbent represents the division and the California Energy Commission (CEC) before various state, federal, and local energy agencies and regional, national, professional, and governmental bodies which significantly influence the state’s energy policies with respect to Load Flexibility Branch activities. The incumbent will serve as a subject matter expert on policy, technology, market, and strategic issues as directed; and plays a primary role in coordination and collaboration with other state, federal, and local agencies, as well as other interested stakeholders and the public.

Minimum Qualifications (MQs): The MQs for this classification can be found at Senior Electrical Engineer (3600) - CalHR and Associate Electrical Engineer (3603) - CalHR. Working Conditions

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees may be required to work in-person at least four days per week in alignment with Executive Order N-22-25. Occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance.

Teleworking is only available for employees who reside in California. You must be relocated to California and provide your in-state address prior to your start date.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of load management, load flexibility, and demand-side management.
  • Ability to evaluate appliance engineering design, including control technologies, communications/signaling protocols, and cybersecurity features.
  • Ability to analyze complex engineering/control requirements/features and lead projects to incorporate them in to demand side management standards for appliances.
  • Proficiency in writing, analyzing, evaluating, challenging, developing, and defending regulatory and policy reports.
  • Proficiency in performing energy calculations and conducting quantitative and qualitative analyses.
  • Ability to plan, organize, prioritize workload, collaboratively work within a team, interact respectfully with stakeholders, and provide consultation to management and commissioners.
  • Strong written and visual presentation skills, and experience with public speaking.
  • Ability to represent the CEC as a subject matter expert in meetings and/or workshops, public meetings, and conferences, and to work with a wide array of interested and affected parties (stakeholders).
  • Experience mentoring and/or formally training others.
  • Strong critical thinking skills, analytical skills, and experience using or creating data analysis tools.
