As a division of Cal OES, CSTI is developing a new disaster recovery training section to ensure California is prepared to navigate the wide variety of federal and state assistance for local government, individuals, businesses, and other entities which is offered following a disaster event.
As a CSTI Emergency Management Coordinator/Instructor II in the Recovery Training Unit, you will play a crucial role in California's all-hazards readiness. You will work closely within the team to plan, organize, schedule, and conduct new and existing training courses, as well as conduct research, manage the delivery of existing courses, present instruction, and support the training effort of the Unit.
You will collaborate with fellow team members to identify training gaps, assist in the prioritization of new training courses/exercises to be developed and existing courses to be delivered, and managing review and revision of outdated course materials due to statutory, regulatory, and policy changes issued by the federal and state departments charged with issuing disaster recovery assistance.
Your work will be essential in delivering preparedness training before disasters strike, along with just in time training specific to the needs and impacts created by specific disaster events.

DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

- Knowledge of Recovery programs and principals at the federal, state, and/or local levels including, but not limited to, Public Assistance, Individual Assistance, Hazard Mitigation, Interagency Recovery Coordination, Proclamations, the Robert T. Stafford Act, California Emergency Services Act, California Disaster Assistance Act, and other related grant programs.
- Direct experience working for an organization in Emergency Management and/or Disaster Recovery.
- Experience presenting to individuals, small and large groups, executives and elected officials, and the public.
- Excellent verbal and written communication skills, including public speaking.
- Ability to think critically and quickly, to address questions from students and fellow instructors/staff about subject material.
- Ability to review programmatic guidance and analyze for changes/discrepancies from current course material.
- Ability to address concerns from students in a respectful manner, accept constructive feedback, and actively listen to issues raised related to programmatic training or past and current practices.
- Experience managing and scheduling multiple courses, attendees, venues, and material with competing priorities and varied funding sources.
- Knowledge developing curriculum, training materials, exercises, and/or learning activities for participants with a varied set of existing experience.
