Position Overview: Under the direction of the IT Manager II, the Information Technology Manager I, Field Unit Manager leads a specialized IT team supporting emergency response operations across California's 58 counties. This role requires expertise in IT systems, telecommunications, and data visualization while maintaining operational readiness for rapid deployment during declared emergencies.
Key Responsibilities:
- Lead emergency IT response teams ensuring timely restoration of critical services
- Manage complex PC systems, telephony, data systems, and mobile communications
- Coordinate with Tactical Communications and Cybersecurity Units
- Develop strategic IT disaster recovery and infrastructure resilience plans
- Oversee staff training to maintain operational readiness
- Ensure regulatory compliance and adherence to IT standards
- Manage resources, equipment, and budgets effectively
During Non-Emergency Periods:
- Lead major IT initiatives in Configuration Management, Mobile Solutions, and Voice Services
- Develop strategic service plans focusing on disaster preparedness
- Provide expertise on data management and system optimization

This position is located at our Mather Campus and is eligible for a hybrid work schedule which may include up to two days of remote work per week. Additional in-office days may be required based on business needs. The position is a 12-month limited term (LT) and may be extended up to 24 months or become permanent.

Desirable Qualifications
- Experience in IT application and solutions development, product management, and user experience design, preferably within emergency management or public sector environments.
- Deep knowledge of FEMA’s ICS and JFO operations, with a focus on leveraging technology to improve coordination and efficiency across multiple response and recovery stakeholders.
- Proven experience leading software development and IT product management teams, with an emphasis on delivering user-centered solutions for complex, high-pressure scenarios.
- Strong understanding of service design, data management, DevOps practices, and disaster recovery technologies.
- Experience in CalOES disaster response and recovery planning and incident response support. Knowledge of SOC, Warning Center, and Crisis communications and JFO operations.
- Excellent communication skills, with the ability to engage with both technical and non-technical stakeholders and lead cross-functional teams.
- Enterprise systems architecture experience.
- Leadership, supervisory, and/or managerial experience.
- Microsoft application stack experience (e.g., Microsoft SharePoint, Power Platform, Teams, Copilot, Power BI, etc.).
- Experience with web technologies and digital services, focusing on innovation in workflow and data platforms such as Software as a Service (SaaS), Platform as a Service (PaaS), and low-code/no-code tools.
- Bachelor's degree or higher in information technology major or related field.
- IT project management experience with California Department of Technology (CDT) PAL process.

Additional Information
Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months. The duration may also be the length of experience needed to meet the minimum qualifications.
